This book examines the new equity-enhancing politics in China in the context of Chinese traditional cognitive patterns of political legitimacy and its implication for Chinese political development in the near future. Based on an analysis of the new governing philosophy, the generation of political elite, and a new set of public policies, the book reaffirms the emergence of a new Chinese polity that infuses one-party rule with limited electoral and deliberative democracies. Unlike many scholars who perceive the contemporary Chinese history as a constant search for democracy, this book takes a very different approach. It asserts that the enduring question in political development in China today is no different from what was sought after throughout Chinese history, namely, the constant search for political legitimacy. Even though the quest for democracy is instrumental to that end, it may not ultimately lead to the embrace of a full-fledged liberal democracy. China's dramatic economic growth in the last two decades of the last century and the prospect of its rise as a great power in this new one have greatly increased its weight and importance in world affairs. Consequently the progress, or lack of progress, of China's transition to democracy has become a central concern of the international community. This timely collection brings together many well-known scholars to systematically explore China's current government and assess that transition toward democracy. The contributors seek to bridge the gap between normative theories of democracy and empirical studies of China's political development by providing a comprehensive overview of China's domestic history, economy, and public political ideologies. Overall the volume contends that Chinese culture and Confucianism are not the obstacles to democratic transition that some scholars have said they are, and that the success of market reforms has eroded authoritarian rule. This weakening does not guarantee a successful transition, however, and the contributors show that there are many reasons to be skeptical about the short-term prospects for democracy in China, including historical failures, the underdevelopment of civil society, political apathy, and competing social values. Though China's political culture is essentially neither anti-democratic not pro-democratic, it must still overcome many obstacles in order to achieve democracy.

Tainted Perceptions asserts that beginning with the pre-Tiananmen Square incident of 1989, American popular and institutional images of China focused on the reformist nature of the government, but following the military crackdown in June 1989, this optimism dwindled and resulted in the creation of an ambivalent cross-cultural atmosphere toward the Chinese for the next half decade. When Chinese leaders decided to undertake military exercises in the Taiwan Strait in mid-1995, America's perception of the PRC swung even further in a distinctly negative direction; an event that marked the outset of a three year period during which Chinese military modernization and economic expansion were viewed as a direct threat to the international political hegemony of the United States.
