Since the advent of the Second Republic in Italy in the mid-1990s, a new generation of politicians has announced a shift in the system toward greater governmental leadership, policy innovation, government accountability and responsiveness to the citizens. Yet in recent years government has experienced frequent crises and deadlocks, policy blockades and undisciplined parliamentary majorities. Has the attempt to change the nature of the Italian government totally failed? This book addresses this question by empirically assessing and theoretically evaluating the outcomes of the new system. It asks whether there has really been a shift toward a more majoritarian democracy and examines why alternation in power has failed to produce a more efficient and responsive government. It evaluates the connections between cabinet, parliament, parties and citizens, and in doing so, brings together diverse areas of inquiry such as government, legislative, party and public opinion studies. Drawing from comparative theory but also considering the impact of country-specific determinants, it explains the very nature of the Italian government from the point of view of its achievements and its failures. This text will be of key interest to scholars and students of government, comparative and Italian politics, and more broadly those with an interest in government, democracy and Italy.

Ever since independence from Britain in 1966, Lesotho has been an experimental laboratory of various governance models. The country has experienced multi-party models, plain dictatorships, one-party dominated models, military juntas and, recently, coalition governments. The advent of coalition politics since 2012 has brought a paradigmatic shift in the entire socio-political landscape in the country. This era has, hitherto, largely remained under-studied. Coalition Politics in Lesotho is the first book-long study specifically dedicated to this significant era in the country’s history. Edited by the two leading politico-legal scholars on Lesotho, the book is a multi-disciplinary study of the implications of coalitions for governance and development.

"Coalition Politics and Economic Development challenges the conventional wisdom that coalition government hinders necessary policy reform in developing countries. Irfan Nooruddin presents a fresh theory that institutionalized gridlock, by reducing policy volatility and stabilizing investor expectations, is actually good for economic growth. Successful national economic performance, he argues, is the consequence of having the right configuration of national political institutions. Countries in which leaders must compromise to form policy are better able to commit credibly to investors and therefore enjoy higher and more stable rates of economic development. Quantitative analysis of business surveys and national economic data together with historical case studies of five countries provide evidence for these claims. This is an original analysis of the relationship between political institutions and national economic performance in the developing world and will appeal to scholars and advanced students of political economy, economic development and comparative politics"--

This title was first published in 2003.This informative text deals with the emergence of coalition agreements, their contents, the problem of enforcement and with the question of whether or not the functions are performed in practice. It explores the idea that policy bargaining in government formation is not just an isolated process, but that it is a real chance for parties to deal with substantive and controversial issues at an early stage. The coalition agreements in which these issues are incorporated have become important in most multiparty systems, but they have received little attention in political science research. This book argues that more systematic attention for these institutional variables is highly useful in coalition research because it helps to explain processes and outcome in coalition politics.

In May 2015, general elections in the United Kingdom shocked the world as a new Conservative Government was voted into power, ending five years of Coalition governance. Both a response to the actions of the Coalition Government and a reflection on the implications of actions taken during the first hundred days of the new Conservative Government, this book could not be more timely in its assessment of the current and future states of UK social policies. The first book to consider Coalition social policy in its entirety, it not only reviews and evaluates the extent of change under the Coalition--looking at the impact of factors like austerity measures on social policies and politics more broadly--but also draws out what the Coalition years will mean for the incoming government, outlining both the challenges and opportunities of its legacy.

Based on a unique comparative study of Burundi, Rwanda, Ethiopia, Lebanon, Bosnia-Herzegovina, Nepal, Myanmar, the Philippines, and Fiji this book analyses the formal and informal arrangements defining the post-conflict political order in these countries and evaluates whether these systems strengthened or weakened the chances of establishing sustainable peace and lasting democracy. What can be learned from these cases? Each country has it unique history but they are faced with comparable challenges and dilemmas in building a democratic future. Which solutions seem to contribute to democratic stability and which do not? These questions are discussed in light of theoretical literature, case studies, and field interviews with the authors concluding that systems based on proportional representation offered the best prospects for including diverse and conflicting identities and building unified political systems. The book is of particular interest to students of democracy and peace-building; academics as well as decision-makers and practitioners in the field.
