Why have the national governments of EU member states successively endowed the European Parliament with supervisory, budgetary, and legislative powers over the past fifty years? Building Europe's Parliament sheds new light on this pivotal issue, and provides a major contribution to the study of the European Parliament. Rittberger develops a theory of delegation to representative institutions in international politics which combines elements of democratic theory and different strands of institutionalist theory. To test the plausibility of his theory, Rittberger draws on extensive archival material and offers theory-guided, in-depth case studies of three landmark decisions in the history of the European Parliament: the creation of the Common Assembly of the ECSC in 1951 and the concomitant acquisition of supervisory powers vis-à-vis the quasi-executive High Authority; the delegation of budgetary powers following the signing of the Treaty of Luxembourg in 1970; and the delegation of legislative powers resulting from the adoption of the Single European Act signed in 1986. This is followed by the charting of more recent key developments, culminating in the adoption of the Constitutional Treaty in 2004. The book provides a welcome addition to the literature on institutional design by reflecting on the conditions under which governments opt for the creation and empowerment of parliamentary institutions in international politics. It also makes a valuable contribution to the application of democratic theory to the study of the European Union by demonstrating that political elites shared the view that the new supranational polity which emerged from the debris of World War II suffered from 'democratic deficit' since its inception, thus disproving the claim that the lamented 'democratic deficit' is a recent phenomenon.

After the participative and deliberative turns in both democratic theory and EU studies, we are currently witnessing a ‘representative turn’ to which this volume contributes by addressing the relation between representation and democracy in the EU. Although in the Lisbon Treaty the EU conceives itself as a representative democracy, the meaning of this concept in a supranational polity is far from clear – either in theory or practice. Instead, the historically contingent link between representation and democracy is today severely challenged by various processes of diversification at all levels of political action (national, regional, supranational). These processes challenge our understanding of representative democracy as involving electoral democracy within clearly delineated nation-states, provoking a situation in which ‘new frontiers’ of representation develop. Consequently, it becomes increasingly difficult to provide normative standards as well as accurate assessments of democratic representation in the EU. This volume addresses these core challenges of representative democracy in the EU from normative, theoretical and methodological perspectives. Democratic Representation in Europe: Diversity, Change and convergence explores representation as a core element of democracies in the modern era. Over the past 150 years parliamentary representation has developed into a main link between polity and society, and parliamentary representatives have come to form the nucleus of political elites. The twenty authors of the 16 chapters follow a comparative and empirical approach by exploiting the unique longitudinal data-base of the EURELITE project, which has gathered standardized evidence about the structures of parliamentary representation in 11 European countries and their development over time; in many countries over 160 years. Following on from an earlier book by the same editors (Parliamentary Representatives in Europe 1848-2000.) which focused on trends in single European countries, Democratic Representation in Europe pursues a trans-national approach by comparing the mechanisms and modes of parliamentary recruitment and career formation between the main party families and various categories of the population in European societies. Such cross-national analyses, which include a longitudinal account of female representation throughout modern European parliamentary history, have not been attempted before. The book concludes with longitudinal in-depth analyses of cleavage representation in European parliamentary history and of the impact of the institutional factor on political elites' transformations. Democratic Representation in Europe contributes to a better understanding of relations between social and political change, and of the importance of institutional factors in shaping the political elites of European democracies. In so doing it can help substantiate theoretical debates in the social and political sciences on issues such as historical institutionalism and path dependency.

This book is the result of a research project carried out for the Committee of the Regions and analyses the 'state of play' of democratic practice at the subnational level in all of the European Member states. Its initial hypothesis was that liberal democracy is closely associated with the rise of the nation state in the 19th century. The nation state, however, has been significantly changing under the impact of various forces including globalization and regionalization, internal reforms of the public administration system such as privatization and deregulation, and the emergence of regions and local authorities as actors in their own rights. these changes pose challenges for the practice of democracy and, in particular, for its expression at the regional and local level. The book deals with the theoretical implications of these changes in terms of the changing nature of the state and new regionalism. However, one of the key findings is that there is no one uniform meaning of democracy across member states and there are variations even within a single state depending on whether the national or subnational levels are considered. Each country chapter gives the historical and philosophical background to the concept of democracy in each country. There is also an exposition of the institutional expression of democracy at the different levels. With regard to the practice of democracy at the subnational level, the role of pressure groups and policy networks is examined as well as the role of political parties. There is a survey of critiques of subnational democracy. Finally, there is a survey of innovative approaches to improving regional and local democracy through a variety of mechanisms and reforms as ways of responding to the challenge and opportunities facing it today

How severe a problem is what many call the 'democratic deficit' of the European Union? Despite a voluminous theoretical literature dealing with this question, there is hardly any systematic empirical investigation of the effectiveness of the system of political representation in the EU and ofthe legitimacy beliefs of EU citizens that spring from it.This volume elaborates a conceptual framework for the empirical analysis of the alleged democratic deficit. Four dimensions of legitimacy beliefs are identified and analysed: the European political community, the scope of EU government, the institutions and processes of EU government, and EUpolicies.Based upon large-scale representative surveys among the mass publics, and different strata of the political elite of the EU and its member-states, the book examines the conditions of political representation in the EU. The results demonstrate, by and large, that legitimacy beliefs of EU citizensare the more positive, the less specific the object of identification and evaluations is; and that the process of political representation works pretty well as long as issues other than European Union issues are concerned. These findings are finally discussed in view of familiar strategies forinstitutional reform of the European Union.
