A more market-oriented labor market has emerged in China in the past twenty years with growing importance of the urban private sector, as state-owned enterprises have downsized. Despite the progress on reforms, a sizable surplus of labor still exists in the rural sector and state-owned enterprises. The main challenge facing China’s labor market in coming years is to absorb the surplus labor into quality jobs while adjusting to World Trade Organization (WTO) accession. This paper estimates that if annual GDP growth averages 7 percent and the employment elasticity is one-half, urban unemployment could double to about 10 percent over the next three to four years. These pressures would be limited by stronger economic growth, especially in the private sector and more labor-intensive service industries which have generated the most jobs in recent years. Therefore, policy should focus on encouraging private sector development while reducing barriers to labor mobility, improving worker skills, upgrading job search services, and strengthening the social safety net.

"Although China has made impressive progress in economic development and improving social well-being, it is facing many daunting challenges while transforming toward a knowledge and service-based economy and further opening up to international competition after its WTO accession in the context of knowledge revolution. One of the biggest challenges is how to create 100--300 million new jobs in the coming decade to absorb the millions of laid-offs, rural emigrants, and newly added labor force. China has been successful in building high-technology parks and information and communications technology (ICT) industries, but they are limited in terms of employment generation, while most of the traditional labor-intensive industries are losing competitiveness due to low productivity. To combat the unprecedented employment challenge, China must implement a systemic and sustained strategy ... " -- Cover verso.

The Future of Chinese Manufacturing: Employment and Labour Challenges gives context and analysis on employment and labor issues in contemporary China, specifically relating to manufacturing industries. With one fifth of the world’s workforce, China has taken advantage of its cheap labor to serve as the world’s factory, achieving stunning growth for two decades. This book covers the appreciation of RMB, constant increases in minimum wage, shortages of skilled workers in China's labor-intensive manufacturing sector, and the fact that many large multinational corporations (MNCs) must cut costs, and are thus shifting their main production bases to other developing countries. Under such a tough situation, and coupled with the global economic slowdown, manufacturing employment in China confronts severe labor-related challenges, such as high turnover rates, recruitment difficulties for workers, and a series of high profile labor strikes and publicity concerning working conditions. Integrates human capital and cultural theories Analyzes looming labor unrest and related workforce issues in China through a unique context-specific lens Explores the roles that Chinese institutions and culture play in resolving problems related to these issues

China's Citizenship Challenge is a valuable contribution into the field of labour movement studies, framing labour NGOs' activism as centred on contestation of migrant workers' citizenship in China. It shows that while NGOs' activism revolves around the broad areas of civic organising, labour and urban space, it ultimately rests upon engagement with the wider citizenship regime in China.

Fundamental Labour Rights In China Legal Implementation And Cultural Logic written by Ulla Liukkunen and has been published by Springer this book supported file pdf, txt, epub, kindle and other format this book has been release on 2015-12-12 with Law categories.

This volume gathers together chapters that address the theme of implementing fundamental labour rights in China. It explores the legal framework as well as key institutions and other actors along with the socio-economic context involved in interpretation, implementation, enforcement and overall promotion of fundamental labour rights in China. As a collection of chapters, it assembles comparative and mutually complementary perspectives and insights by distinguished scholars from China, Europe and the United States. With its broad perspective on implementation, the book discusses the most topical challenges to realizing fundamental labour rights in China. China was among the founding members of the ILO. With the regulatory approach of the ILO, fundamental labour rights have gained a new foothold as a key pillar in managing the social dimension of globalization. The development of fundamental labour rights protection in China can be viewed as part of a larger development within China’s domestic economic and social transition as well as its integration into the global economic system. While China has ratified four of the eight ILO core conventions, the challenge of effective implementation and enforcement in the domestic context remains. With its in-depth research on fundamental labour rights in the particular cultural context of the Chinese experience, this book studies Chinese labour law from multiple perspectives, at the same time examining the wider role of international labour standards in developing Chinese law and society. This volume is a remarkable enlargement of existing scholarship on international labour standards, on the one hand, and fundamental labour rights in China on the other. These chapters thoroughly analyse the legal and institutional framework for implementing labour law in China. Among the topics covered are fundamental labour rights including freedom from forced labour, prohibition of use of child labour and non-discrimination. In addition, this volume benefits from socio-historical observations on the cultural logics that inform implementation of fundamental labour rights in China in which the history and current development of Chinese labour law are equally reflected with substantive depth.
