Post-conflict economic reconstruction is a critical part of the political economy of peacetime and one of the most important challenges in any peace-building or state-building strategy. After wars end, countries must negotiate a multi-pronged transition to peace: Violence must give way to public security; lawlessness, political exclusion, and violation of human rights must give way to the rule of law and participatory government; ethnic, religious, ideological, or class/caste confrontation must give way to national reconciliation; and ravaged and mismanaged war economies must be reconstructed and transformed into functioning market economies that enable people to earn a decent living. Yet, how can these vitally important tasks each be successfully managed? How should we go about rehabilitating basic services and physical and human infrastructure? Which policies and institutions are necessary to reactivate the economy in the short run and ensure sustainable development in the long run? What steps should countries take to bring about national reconciliation and the consolidation of peace? In all of these cases, unless the political objectives of peacetime prevail at all times, peace will be ephemeral, while policies that pursue purely economic objectives can have tragic consequences. This book argues that any strategy for post-conflict economic reconstruction must be based on five premises and examines specific post-conflict reconstruction experiences to identify not only where these premises have been disregarded, but also where policies have worked, and the specific conditions that have influenced their success and failure.

This report, produced by the International Development Committee (HCP 65-I. session 2007-08), along with oral and written evidence (HCP 65-II, session 2007-08, ISBN 9780215513649) examines the reconstruction of Afghanistan. The Committee reached a number of conclusions, including: that reconstruction of the country and its economy will be a lengthy process and that Afghanistan will not meet the UN's Millennium Development Goals by 2015; that any reconstruction process needs to be Afghan-led; that the consequences for global security are significant if the international community abandons Afghanistan. The Committee also set out 50 recommendations, that include: the Committee supports the UK Government's continuing commitment to help bring peace and security to this region, and that Afghanistan needs to remain a major focus for the Department for International Development; that the presence of 7,000 British troops in this region needs the support of the British public, but that DFID needs a media and communications strategy that places greater emphaisis on the achievements in political reform, economic growth and basic services; that the international commitments by the Afghanistan Government to the rights of women are honoured; the Committee recommends the early provision of a dedicated aeroplane for the use of DFID and other Embassy staff in Afghanistan; the Committee expressed disappointment that sufficient international momentum could not be gained for the appointment of a high level joint UN, NATO, EU coordinator, or super-envoy in Afghanistan, and that ways must be found to fully resource the UN Special Representative in the region; that to stabilise security conditions, full cooperation between the NATO forces, the Afghan Government and armed forces is crucial; that further international pressure be placed on Pakistan to control more effectively the Federally Administered Tribal Areas also that controlling drug trafficking between Afghanistan and Pakistan is key to any counter-narcotics policy; that there has been insufficient attention to and funding for the agricultural and livestock sectors which could provide a range of alternatives to Opium poppy production, and that DFID should establish a programme to offer technical advice and training in agricultural extension services and develop a multifaceted rural livelihoods approach. The relationship between aid and state building is highly complex and the effects of aid on weak states depend on donors’ interests, aid modalities and the recipient’s pre-existing institutional and socio-political conditions. This book argues that, in the case of Afghanistan, the country inherited conditions that were not favourable for effective state building. Although some of the problems that emerged in the post-2001 state building process were predictable, the types of interventions that occurred—including an aid architecture which largely bypassed the state, the subordination of state building to the war on terror, and the short horizon policy choices of donors and the Afghan government—reduced the effectiveness of the aid and undermined effective state building. By examining how foreign aid affected state building in Afghanistan since the US militarily intervened in Afghanistan in late 2001 until the end of President Hamid Karzai’s first term in 2009, this book reveals the dynamic and complex relations between the Afghan government and foreign donors in their efforts to rebuild state institutions. The work explores three key areas: how donors supported government reforms to improve the taxation system, how government reorganized the state’s fiscal management system, and how aid dependency and aid distribution outside the government budget affected interactions between state and society. Given that external revenue in the form of tribute, subsidies and aid has shaped the characteristics of the state in Afghanistan since the mid-eighteenth century, this book situates state building in a historical context. This book will be invaluable for practitioners and anyone studying political economy, state building, international development and the politics of foreign aid.
