The United States emerged from World War II as the acknowledged global leader in basic science and its industrial application. While U.S. science has been able to maintain that preeminence in most areas, the nation's technological lead has met increasingly formidable challenges from abroad. Although the evidence on recent U.S. performance is mixed, other nations, and especially Japan, have clearly gained ground in high-technology production and trade. The future of U.S. high-technology production has thus emerged as a major focus of public policy. This paper reviews the recent performance of U.S. high-techology industries, examines possible motives underlying government policies to promote high-technology production, and offers some guidelines for evaluating the outcomes of alternative policy regimes

Advanced industrial nations face many difficult political and economic problems due to the accelerating pace and evolving character of technological change. In this volume, economists and political scientists discuss analytic and policy issues relating to the current state of technological capability in the United States, Japan, and Western Germany from a historical perspective and as a basis for future technological development. They also examine the problems and the issues involved in competition and cooperation among high technology firms and in evolving a more harmonious trade regime. The essays presented here explore from an international perspective the theoretical underpinnings of policy issues that are shaped by increasing internations competition and by the changing form and character of the international trade regime. Issues are discussed against the background of declining American technological dominance and intensifying competition as well as increasing international cooperation among high technology firms. Specific topics include the internationalization of basic research; the closing gap between basic and applied research; the effect of nation specific interfirm relations and various characteristics of labor markets on technological progress; and the effectiveness of various forms of government research and development assistance (or, more broadly, industrial policy). Three essays present overviews of the technological capability of and major policy issues faced by the United States, Japan, and Western Germany. Others raise major theoretical and policy issues from the perspectives of political science and economics, and address specific policy issues or groups of related issues.

Rising to the Challenge: U.S. Innovation Policy for Global Economy emphasizes the importance of sustaining global leadership in the commercialization of innovation which is vital to America's security, its role as a world power, and the welfare of its people. The second decade of the 21st century is witnessing the rise of a global competition that is based on innovative advantage. To this end, both advanced as well as emerging nations are developing and pursuing policies and programs that are in many cases less constrained by ideological limitations on the role of government and the concept of free market economics. The rapid transformation of the global innovation landscape presents tremendous challenges as well as important opportunities for the United States. This report argues that far more vigorous attention be paid to capturing the outputs of innovation - the commercial products, the industries, and particularly high-quality jobs to restore full employment. In the early 1980s, American complaints about unfair trade practices began to intensify. Sunrise industries, such as manufacturers of semiconductors and telecommunications equipment, joined older complainants, including steel and textile producers, in seeking more safeguards against international competitors who priced their products too aggressively or whose governments subsidized exports or protected home markets. In this politically charged atmosphere, the U.S. government has devised increasingly stringent regulatory programs to address the claimed abuses and distortions. In this book, Pietro Nivola examines the strenuous effort to combat the objectionable trading practices of other countries. Through most of the postwar period, Nivola notes, policymakers had deemed it in the nation's economic and strategic interests to tolerate asymmetries and infractions in the international trading order. But that tolerance has been sharply lowered by heightened sensitivity to inequities, and a growing conviction that government should intervene, frequently and forcefully, to ensure a "level playing field." The book maintains that foreign protectionism lower East-West tensions, and alleged American decline in the face of international competition cannot fully explain the stiffening regulation of unfair trade. The world trading system, Nivola contends, is not more restrictive now than it was earlier. Cries about foreign commercial transgressions in recent years have remained shrill despite a formidable U.S. export boom and an improved current account valance. Much of the U.S. regulatory activity has acquired a political momentum of its own. The activity has increased not just because global competitive pressures have generally intensified but because we have developed more ways and inducement to complain about those pressures. Nivola cautions that trade regulations now bears too much of the burden for ameliorating economic imbalances and deficiencies. The tendency adds to a sense of frustration that fuels demands for additional regulations. While recognizing the need for an explicit and responsible trade policy, Nivola concludes that such a policy must be based, first and foremost, on realistic expectations. Trade actions need to compliment, not subordinate, a more basic agenda: improvement in the national rates of saving and investment, better preparation of the work force, control of runaway health care costs, less litigation, and more regulatory reform—all of which are likely to be far more consequential for the nation's long-term competitiveness and living standards.

Over the past three decades, South Korea has moved along a path of strong economic growth and political democratization, attracting worldwide attention and providing valuable lessons for other developing economies. Yet Korea still must grapple with many intractable problems fueled by its rapid industrialization and uneven growth, including unbalanced distribution of wealth, concentrated economic power, and adversarial relationships between management and labor. Within the context of these sweeping changes, this volume explores options for economic and social institutional reform in Korea. Drawing on models of economic development from Japan, the United States, and Europe, a distinguished group of Asian and Western scholars relates the experiences of previously industrialized economies to each facet of Koreas economic system, including national management; taxation and banking; land ownership and use; trade and industrial strategy; and relations among business ownership, management, and labor. In so doing, the contributors provide valuable insights and fresh proposals for a viable model of social and economic modernization.
