The CIA Guide to Clandestine OperationsCovert operations are an intelligence operation that is carried clandestinely and, often, outside of official channels. Covert operations aim to fulfill their mission objectives without any parties knowing who sponsored or carried out the operation.Clandestine Activity is surreptitious or secret activity undertaken by professional organizations on behalf of governments or conspiratorial groups only when overt means are inadequate or not possible to acquire such information.Since the early 1970's, the CIA, for various reasons, has become a risk adverse intelligence organization. Clandestine and espionage operations by their very nature are high risk ventures. One solution to the CIA's problem was to enter in to joint espionage ventures with foreign governments whose intelligence agencies were known for their professionalism and expertise. The CIA financed these operations and their partner ran the operation and assumed the risk. The CIA shared in any intelligence produced in these operations. Great Britain's MI6 and Israel's Mossad were frequent partners in these types of clandestine operations. The second solution was to train and liaison with lesser foreign intelligence agencies. Many times the funding for this training was concealed in Foreign Aid packages. This type of relationship allowed the CIA to maintain a “Big Brother” relationship with certain foreign intelligence agencies for years. The parameters of this relationship allowed the CIA to utilize the “Little Brother's” resources and manpower to collect intelligence on common enemies, such as the Soviet Union. The CIA's training materials formed the basis of, or in some cases, the entirety of the host countries espionage and clandestine operational doctrine. Much of the third world's intelligence agencies in Asia, South America, the Middle East, and Africa owe their clandestine tradecraft to the CIA. This guide, although the current doctrine of a key American ally in the Global War on Terror, has the pure DNA of CIA clandestine tradecraft.

I am grateful to those of my colleagues in this first generation of American "spymasters" who were willing to share their experiences with me even after I retired to my unclassified farm . I am indebted to Howard Roman , who worked with Allen Dulles on his intelligence writings , for his assistance in the preparation of the early chapters, and to Nancy Kelly, my editor at Reader's Digest Press , for the sharp edge of her pruning shears .

Traces our country's long history of covert and special operations, focusing on the similarities and differences in the practice from the Revolutionary War to the present. Long before the creation of the CIA, the American government utilized special intelligence strategies with varying degrees of success. Even though critics throughout time have questioned the effectiveness and legitimacy of these tactics, presidents from George Washington to Barack Obama have employed secret operations to benefit the nation's best interest. This book follows America's history of intelligence gathering, undercover operations, and irregular warfare. Through chronologically organized chapters, the author examines secret military maneuvers, highlighting the elements common to covert and special operations across historical eras, and concluding with a chapter on national security since the attacks of September 11, 2001.

CIA LIFE: 10,000 Days in the Agency sets the stage for understanding the internal and external causes for the massive Counterintelligence failures of the past decade (Aldrich Ames, Robert Hanssen etc.) as well as America's most recent National Intelligence failure, that of September 11, 2001. CIA LIFE is an inside Operations Officer description of Agency developments over the three-decade period preceding the fall of the Soviet Union. In this Second Edition, Tom Gilligan shows how U.S. Congress success in destroying CIA Covert Action capabilities has made the President and the country reliant exclusively in the 21st century on overt military response to international threats such as Terrorism. CIA LIFE gives prospective CIA Operations Officers an unvarnished look at both the career and the institution they - and their families -- will be joining. CIA LIFE identifies also the principles that must guide future Covert Operations if we are to avoid the disasters that would await an ill-informed and weakened America whose future options are sending in the Marines or surrendering key areas of the world to the Terrorists, the Narcotics Traffickers, the Illegal Weapons proliferators, and the International Financial Criminal networks. The author, Tom Gilligan, served 28 years in CIA's Operations Directorate and was responsible for forewarning DCI Helms and the White House on Marxist Salvador Allende's 1970 electoral victory in Chile, later managed the undercover CIA Operation that penetrated international criminal networks, including BCCI, and worked in "deep cover" Operations for more than half of his career. As America wrestles with the future direction of CIA in this dangerous world, CIA LIFE is essential for understanding what is right, what is wrong, and what is needed to restore solid leadership and direction to this necessary organization in the War on Terror.

Magic or spycraft? In 1953, against the backdrop of the Cold War, the CIA initiated a top-secret program, code-named MKULTRA, to counter Soviet mind-control and interrogation techniques. Realizing that clandestine officers might need to covertly deploy newly developed pills, potions, and powders against the adversary, the CIA hired America's most famous magician, John Mulholland, to write two manuals on sleight of hand and covert communication techniques. In 1973, virtually all documents related to MKULTRA were destroyed. Mulholland's manuals were thought to be among them—until a single surviving copy of each, complete with illustrations, was recently discovered in the agency's archives. The manuals reprinted in this work represent the only known complete copy of Mulholland's instructions for CIA officers on the magician's art of deception and secret communications.
