The seasons indeed are well de fined; but they glide lightly by in winters whose keenest rigors are only enlivening and exhilarating, and summers serene and refresh ing with mellow gradations between of spring time and autumn completing a cycle character ized most by its prevalence of sunshine, and by light, dry and tonic properties of the air, that are a healing balm for many of the most serious ills the flesh is heir to. The savants declare that the atmosphere of the city has an electrical quality; it is a common saying in Denver, expressive of the zest it gives to life, that it is a luxury to breathe it; and in the breadth of view, and buoyant spirits of the people, that are the counterparts of the ample prospect and the cheering climate, it is easy to discover the inspiriting influence of environ ment upon the popular habits and character. The mean temperature or denver - disclosed by sixteen years signal service observations - is 49. The average of the highest readings of the thermometer, during those sixteen years, was 86; of the lowest, 7. By the same record the mean daily range was 24, the average annual rainfall of 15 inches, the average velocity of the wind an hour, six miles, and the average num ber of clear and fair weather days a year, 309. The average number of sunshiny days in Denver is 29 a month. From the 3oth of October, 1879, until February sth, 1881, fifteen months, the sun was not obscured all of any one day. Be it Enacted by the General Assembly of the State of Colorado: Section 1. There shall be submitted to the qualified electors of the state of Colorado, at the next general election for members of the general assembly, for their approval or rejection, the following amendment to the Constitution of the state of Colorado, by adding to the said Constitution a new article to be numbered and designated as "Article XX, City and County of Denver," which, when ratified by a majority of those voting thereon, shall be valid as a part of the Constitution, to wit: Article XX. City and County of Denver Incorporation. Section 1. The municipal corporation known as the city of Denver, and all municipal corporations and that part of the quasi-municipal corporation known as the county of Arapahoe, in the state of Colorado, included within the exterior boundaries of the said city of Denver as the same shall be bounded when this amendment takes effect, are hereby consolidated and are hereby declared to be a single body politic and corporate, by the name of the "City and County of Denver." We know what a word means and we do not like to be bothered by making or remembering a definition that will exclude everything else. For instance, it is bothersome to define the word horse. It is not easy to define, and we are not much ahead after we define it. But, fortunately, each has a distinct conception of what a horse is. Similarly, it is bothersome to define city planning, but unlike the word horse, not so many of us have a clear conception of what city planning is. I will enumerate items that I have heard included as parts of the science, - architecture of private homes, private golf courses, surfacing of roadways, vehicular traffic regulations, taxation, assessments for benefit, excess condemnation, building codes and tree planting. All these things interest the city planner. He must know about them, - the more the better. But if they are part of city planning, one must make a definition of city plan ning that will include them all. Excerpt from Charter of the City of Montrose, Colorado (c) May receive bequests, gifts and donations of all kinds of property, in fee simple, or in trust for public, charitable or other purposes; and do all things and acts necessary to carry out the purpose of such gifts, bequests and donations, with power to manage and sell, lease or otherwise dispose of the same in accordance with the terms of the gift, bequest or donation. (d) Shall have the power, within or without its territorial limits, to construct, condemn and purchase, purchase, acquire, lease, and to maintain, conduct and operate waterworks, light plants, telephone systems, power plants, transportation systems, heating plants, and any other public utilities or works or ways, in whole or in part, and everything required therefor, for the use of said city and the inhabitants thereof, and any such systems, plants or works or ways, or any contracts in relation or connection therewith that may exist and which said city may desire to purchase, in whole or in part, the same or any part thereof may be purchased by said city which may enforce such purchase by proceedings at law, as in taking land for public use by right of eminent domain, and shall have the power to issue bonds upon the majority of votes cast by the taxpaying electors, at any special or general election, in such amounts as is provided by State law. (e) The legislative, executive and judicial powers of the City shall extend to all matters of local and municipal government, it being the intent hereof that the specifications of particular powers by any other provision of this charter, shall never be construed as impairing the effect of the general grant of powers of local government hereby bestowed. (f) The city shall also have all powers, privileges and functions which, by or pursuant to the Constitution of this State have been or shall be granted to or exercised by any city of the first class, or second class. Provided, however, that where the powers, which have been or shall hereafter be granted as aforesaid, conflict, the City Council shall have power by ordinance to determine which power shall be exercised by the City. (g) The form of government provided in this article shall be known as the "Commission-Manager Plan," and shall consist of five commissioners, who shall be elected at large in manner hereinafter provided, and who shall constitute the City Council. The City Council shall constitute the governing body with powers as hereinafter provided, to pass ordinances, to adopt regulations, and to appoint a chief administrative officer to be known as the "City Manager," and exercise all powers hereinafter provided. Article II. Elections General and Special Municipal Elections Sec. 3. A municipal election shall be held in the City of Montrose on the first Tuesday after the first Monday in February, 1914, and on the first Tuesday after the first Monday in November on every odd numbered year thereafter and shall be known as the General Municipal Election. Excerpt from The City of Denver and State of Colorado Sales of $127,750,000 in 1888 represent one fraction of her commerce; a manufactured product of $30,333,000, another. Transfers of real estate during 1888 involved sums apiroximating $42, 000, 000, and the loans made therefor,$20, 000, 000. The 1, 827 buildings erected in 1888 cost $6,000,000. These figures, too, will be very much exceeded by those of 1889. Fortunes have been lavished upon architecture and improvements by the successful mine owners and business men of the city, and Denver, beautified with shade trees and adorned with stately structures - new, bright, clean and modern; with the lofty peaks of the great range in full view, and the most magnificent prospect in the land spread out before her; at an elevation, a mile above sea level, where the climatic conditions are conducive in the highest degree to health and longevity, is one of the most attractive cities of the country and one of the most delightful to live in. The prosperity of Denver is based upon Colorado's wealth of resource, a foundation sure as these everlasting hills, from which have been taken, of gold and silver alone, during the last thirty years, the value of $290,000,000; of lead, $37,365,000, and of copper, $6,745,000. The local consumption of coal is entirely supplied from Colorado measures which have 40, 000 square miles area, and from her own petroleum fields the State spares enough for her neighbors; these, with immeasurable ledges of iron and building stone, and uareckonable water powers, foretoken industrial prestige greater, in time, than Pennsylvania's. Already renowned as a sanitarium; with a population doubling every decade, and with 34,660,000 acres of arable lands soon to be irrigated; with assessed values now of $195,000,000 (including, among other items, 1,500,000 cattle, 500,000 horses and 3,000,000 sheep), it is evident, from the most superficial survey of the Centennial State, that her development has but just begun; that her future canhardly yet be well foretold; that now, while her greatness is a-ripening, the most favorable opportunities are presented for settlement, for labor and for business enterprise.
