In his comprehensive study of the politics of international labor rights in the United States, Thomas Greven offers a concise analysis of the genesis of a viable policy alternative to the dominant free trade paradigm in U.S. foreign economic policy. The conceptual and coalition-building efforts of labor rights advocates, and particularly the critical learning processes within the U.S. labor movement, are at the center of analysis. Both theoretically and empirically, Greven breaks new ground by applying neo-Gramscian hegemony theory to an investigation of the career of a policy concept - the linkage of trade and fundamental labor rights - in U.S. trade policy discourse. This allows him to focus on the question of whether labor rights advocates altered the parameters of the debate beyond the traditional dichotomy of free trade and protectionism. Through careful analysis of discursive processes of interest-formation, without neglect of their material and institutional foundations, Greven can show how labor rights advocates successfully placed international labor rights on the U.S. trade policy agenda and how their policy proposals came to be key elements of globalization critique as well as of an evolving alternative.

At the end of the Cold War two famous articles were published which produced contrasting visions of a new world order, namely: Francis Fukuyama's The End of History (1989) and Samuel P. Huntington's The Clash of Civilizations (1993). The content of these two articles not only framed the post-cold war debate but the prospect of two great geo-political realities capable of influencing global events. Fukuyama's The End of History provided an optimistic prediction of a New World Order in which liberal democracy and capitalism would triumph over all other ideologies to form a lasting social order of peace and prosperity. In contrast, Huntington's article was far more pessimistic in its future predictions and argued that the post-cold war would produce a multi-polar world of regional tensions and conflict in which civilizations were destined to clash. As global capitalism leads towards greater levels of economic interdependence a universal culture of mass consumption will become increasingly evident in all societies. This will create a growing population of consumers whose ideas, tastes and aspirations will increasingly reflect Western ideals. The effects of globalization may provoke feelings of hostility at the imposition of liberal democratic values but such hostility will not necessarily lead to a clash of civilizations. In a New World Order civilizations will need to embrace global capitalism or risk becoming increasingly alienated and disempowered. National and cultural identities may strengthen as a result of globalization but this will not undermine the global balance of power. Therefore, the strength of opposition to global capitalism will be ineffective in preventing the spread of consumer culture and civilizations will exist as benign entities within an increasingly globalized world.

Despite the controversial nature of globalization, there is no doubt that the pace and intensity of global interactions has been multiplied exponentially over the last few decades. Criticism of globalization is generally arranged into three camps: political, economic and cultural. Political critics point to the status of the small state and conclude either that it is in retreat, or that the state has reconstituted itself to confront the challenges posed by globalization, thereby transforming itself into a "competition state." Economic critics hold that globalization is nothing new, that international transactions are in the logic of capitalism and that the trade along the silk route goes back centuries. Cultural critics protest that globalization is taking us headlong into the "homogenization of the world." Others warn of new fault lines that would lead to "a clash of civilizations" and international conflicts along those lines. Others lament that cultural globalization will end with the Americanization of the world. This collection of essays, like the debates themselves, is divided into three parts. The first section focuses on the political aspects of globalization. In one essay, "Globalization and the Caribbean," the essayist argues that internationalization leaves no room for small countries in the Caribbean. The essays in the second section are devoted to an economic inquiry into the process and impact of globalization. In "Inequality and the Division of Gains at the Global Level," one essayist notes that the logic of economic theory is being overwhelmed by the interests of the powerful, and that the concerns of the poor countries are important only to the point where they begin to impact the well-being of the rich. In Ruling Capital, Kevin P. Gallagher demonstrates how several emerging market and developing countries (EMDs) managed to reregulate cross-border financial flows in the wake of the global financial crisis, despite the political and economic difficulty of doing so at the national level. Gallagher also shows that some EMDs, particularly the BRICS coalition, were able to maintain or expand their sovereignty to regulate cross-border finance under global economic governance institutions. Gallagher combines econometric analysis with in-depth interviews with officials and interest groups in select emerging markets and policymakers at the International Monetary Fund, the World Trade Organization, and the G-20 to explain key characteristics of the global economy. Gallagher develops a theory of countervailing monetary power that shows how emerging markets can counter domestic and international opposition to the regulation of cross-border finance. Although many countries were able to exert countervailing monetary power in the wake of the crisis, such power was not sufficient to stem the magnitude of unstable financial flows that continue to plague the world economy. Drawing on this theory, Gallagher outlines the significant opportunities and obstacles to regulating cross-border finance in the twenty-first century.
