Should the United Kingdom remain a member of the European Union? Is the Commonwealth of Nations still relevant for its very diverse member states, ranging from small island states to Australia and India? In contemporary British politics, both organisations have come under fierce criticism, sometimes leading to hasty assessments of historical experiences and current policies. Given the fact that the United Kingdom, Cyprys and Malta are members of both organisations, and that ‘Brexit’ would have far-ranging consequences much beyond British shores, relations between the EU and the Commonwealth have featured surprisingly rarely in major debates of international policy. This edited volume suggests possible – and even desirable – connections between the two organisations by investing current contacts, fault lines, external critique and outside perspectives. Focusing on soft power, development, humanitarianism and modes of intervention, the authors investigate disputes over international norms and trade patterns. Through global approaches and specific case studies drawn from Asia, Africa and the Caribbean, they demonstrate where opportunities for international cooperation were missed and how useful partnerships might be found. The European Union is a new subject for theories of legitimacy, posing fundamental questions to the established concepts and principles of democratic theory. The European Union Intergovernmental Conference (IGC) opened on 23 July 2007 and was initiated following a report originally produced by the German Presidency on the "Treaty establishing a Constitution for Europe" (Constitutional Treaty, Cm.6429, ISBN 9780101642927), which in turn led to a "Draft IGC Mandate" setting out a detailed prescription on issues raised by the above report, circulated by the Presidency of the European Council. The report itself recommended a "Reform Treaty" which would amend existing treaties and so required an intergovernmental conference. The European Scrutiny Committee has set out a number of conclusions, including: the Committee questioned the aims of the European Council in engaging with EU citizens on the EU Constitution whilst setting out changes to the constitution in an essentially secretive manner; that the substance of the Reform Treaty is substantially equivalent to the Constitutional Treaty itself; the Committee is concerned about the UK's position under the Charter; that the UK retains opt-outs that were previously arranged under the Constitutional Treaty will still be retained under the Reform Treaty; that the proposals in the Reform Treaty raise a serious difficulty of a constitutional order, appearing to impose a legal duty on national parliaments to the European Union itself, the Committee calls such a legal duty on Parliament, objectionable, and states that as a matter of principle it should be resisted.

Wattenmaker, a former student and instructor at the Barnes Foundation and former director of the Archives of American Art, is more than qualified to complete such a scholarly work. Beginning the catalogue with an essay on Barnes himself, Wattenmaker apparently felt compelled to defend the reputation of this irascible and sometimes antagonistic individual by deploying extensive quotations (from hitherto inaccessible archival documentation) that shed light on Barnes's motives. Next are in-depth essays on William J. Glackens, Alfred Maurer, and others who have major works in the Barnes Foundation. The final section, "Additional Works by American Artists," is organized alphabetically. Each image is accompanied by extensive scholarly footnotes. The photographs are richly textured. The few photographs of the paintings hanging in situ provide a teasing glimpse into the experience of the visitor to Merion, Pennsylvania, the original home of this collection (soon to be closed to the public, in preparation for the museum's move to a new building in Philadelphia).
