This book is about the future of nuclear weapons, geopolitics, and strategy. It examines the legacy of nuclear weapons on US thinking about some concepts of strategy and geopolitics, namely deterrence, extended deterrence, alliances, and arms control. The purpose of this is to demonstrate just how fundamentally nuclear weapons have influenced American thinking about these concepts. It argues that, given the extent of nuclear weapons' influence on these concepts and the implications for international security, further reductions beyond current Strategic Arms Reduction Talks (START) levels, and the more absolute idea of nuclear disarmament, may not necessarily be prudent ideas. Nuclear weapons have contributed to the avoidance of major war between states, made alliances more credible and last longer, and have made arms control relatively easier to conceptualize and manage. As such, the author argues, these concepts may become even more difficult to manage in a world where nuclear weapons are marginalized.

A vigorous debate is occurring among American elites with respect to whether and when the United States should relinquish its nuclear weapons. Bolstering hopes for tangible results is that a U.S. President is again publicly and forcefully supporting disarmament. While this debate, which addresses both technical and political factors related to abolition, may be the most serious one of its kind since the dawn of the nuclear age, the future of U.S. nuclear weapons policy remains uncertain. The general approach advanced today in U.S. policy circles largely hews, after all, to the logic of the past 65 years: arms control and nonproliferation now, disarmament at an undetermined time in the future. Moreover, several conceptual and strategic barriers continue to block serious progress toward U.S. disarmament. By situating the current pro-disarmament rhetoric in this larger historical and strategic context, this monograph argues that there is reason to doubt whether the current push for disarmament will produce meaningful and lasting results.

The Independent Nuclear State: The United States, Britain and the Military Atom is a chronological account and overview of the 40-year history of British military research, development and production work in atomic energy. The United Kingdom's efforts in this field have always had close links with equivalent activities in the United States, and have often been conducted on a mutually co-operative basis. Through its description of these secret Anglo-American interactions, this study serves to highlight the degree to which the public debate in Britain over nuclear weapons has been conducted in a vacuum, as has American public policy-making over its nuclear links with the United Kingdom. This book contains descriptions of the technical evolution of British nuclear weapon designs and production models, estimates of annual output figures for fissile material and weapon types, and indications of the nature of the weapon-testing programme. Decision points are charted, such as the H-bomb development, and the factors that led to existing plans being changed are identified. The demonstrative nature of the programme until the late 1950s is illustrated, together with the rapidity with which the stockpile targets were met at the turn of that decade. The impact of the agreements with the United States, both upon weapon development and production programmes and upon stockpiling is analysed, as well as their effects upon the nuclear submarine programme. The consequences of the mid-1960s termination of weapon development are discussed, as it the later decision to restart it for the Chevaline programme. Since 1945, the United States has manufactured and deployed more than 70,000 nuclear weapons to deter and if necessary fight a nuclear war. Some observers believe the absence of a third world war confirms that these weapons were a prudent and cost-effective response to the uncertainty and fear surrounding the Soviet Union's military and political ambitions during the cold war. When German physicists Otto Hahn and Fritz Strassman first split the uranium atom in 1938, they might have little imagined the potential power their experiments had unleashed. On September 27, 2007, Quinnipiac University and the Albert Schweitzer Institute hosted former US President Jimmy Carter and several internationally-known experts at a forum to discuss nuclear disarmament. It contains the transcript of President Carter’s keynote address, in which he discusses his experiences in the White House when he and Soviet premier Leonid Brezhnev tangled over the size of their respective nuclear arsenals. Carter relates, “I knew the entire time I was president, that 26 minutes after we detected the launching of an intercontinental ballistic missile, that that missile would strike Washington DC or New York or any other target that the Soviets had chosen.” This imminent nuclear threat, Carter notes, strengthened his commitment to peace after he left the White House; the very first conference he scheduled at the Carter Center in Atlanta was on nuclear disarmament.
