This book assesses the attempt to establish a modern system of democratic government in Thailand against the background of Thai politics and culture. The fact that since 1932, when it became a constitutional monarchy, Thailand has had 18 constitutions speaks of an unstable political system which has seen rapid and repeated fluctuations between military rule and elected government. This book analyses the unique constitutional system in operation in Thailand as a continuous process of bricolage between various Western constitutional models and Buddhist doctrines of Kingship. Reflecting on the category of 'constitutional monarchy' and its relationship with notions of the rule of law, it investigates the hybridised semi-authoritarian, semi-liberal monarchy that exists in Thailand. By studying constitutional texts and political practices in light of local legal doctrine, the book shows that the monarch's affirmation of extraordinary prerogative powers strongly rests on wider doctrinal claims about constitutionalism and the rule of law. This finding challenges commonly accepted assertions about Thailand, arguing that the King's political role is not the remnant of the 'unfinished' borrowing of Western constitutionalism, general disregard for the law, or cultural preference for 'charismatic authority', as generally thought. Drawing on materials and sources not previously available in English, this important work provides a comprehensive and critical account of the Thai 'mixed constitutional monarchy' from the late 19th century to the present day.

Provides a detailed analysis of Thailand's political development since 1932, when Thailand became a constitutional monarchy, until the present. It examines the large number of different versions of the constitution which Thailand has had since 1932, and explains why the constitution has been subject to such frequent change, and why there have been so many outbursts of violent, political unrest. It explores the role of the military, and, most importantly, discusses the role of the monarchy, which, as the author shows, has been crucial in holding Thailand together through the various changes of regime. The author brings to light original and largely unseen documents from the Public Records Office and US National Archives, as well as drawing upon her extensive knowledge of politics in Thailand.

Since 1932, Thai politics has undergone numerous political "reforms, " often accompanied by constitutional revisions and shifts in the location of power. Following the events of May 1992, there were strong pressures from certain groups in Thai society for a fundamental overhaul of the political order, culminating in the drafting and promulgation of a new constitution in 1997. However, constitutional reform is only one small part of a wide range of possible reforms, including that of the electoral system, education, bureaucracy, health, welfare, the media, and the military. Reflecting on the twists and turns of reform in Thailand over the years, this volume is a "must have" for everyone interested in Thai politics and its impact on the wider Asian political scene.

Political accountability is a crucial element of any democracy since it is a safeguard against power abuse and corruption, both urgent problems of many political systems in Southeast Asia. Based on social science theories, the author analyses from a comparative perspective the ways institutional engineering concerning different dimensions of political accountability influenced the quality of democracy in Indonesia, Thailand and the Philippines. By highlighting the successes and shortcomings, this book evaluates the degree these institutional reforms resulted in the deepening, stagnation, or regression of the respective democratization processes in these three Southeast Asian countries.
