This volume aims to establish that the period between World War II and the beginning of the Cold War (1944-5 to 1947-8) represents an important conjuncture in the political and social history of Latin America in the twentieth century. The volume contains an Introduction and a Conclusion by the editors and case studies of eleven of the twenty Latin American republics. Despite differences of political regime and different levels of economic and social development there are striking similarities in the experiences of the majority of the Latin American republics in this period. For most of Latin America it can be divided into two phases. The first, coinciding with the Allied victory in the Second World War, was characterized by three distinct but interrelated phenomena: democratization; a shift to the Left, both Communist and non-Communist; and unprecedented labor militancy. In the second phase, coinciding with the onset of the Cold War and completed almost everywhere by 1948, labor was disciplined by the State and in many cases excluded from politics; communist parties suffered proscription and severe repression; reformist, "progressive" parties moved to the right; the democratic advance was for the most part contained, and in some cases reversed.

After decades of bloody revolutions and political terror, many scholars and politicians lament the rise and brief influence of the left in Latin America; since the triumph of Castro they have accused the left there of rejecting democracy, embracing Communist totalitarianism, and prompting both revolutionary violence and a right-wing backlash. The Last Colonial Massacre challenges these views. Using Guatemala as a case study, Greg Grandin argues that the Cold War in Latin America was a struggle not between American liberalism and Soviet Communism but between two visions of democracy. The main effect of United States intervention in Latin America, Grandin shows, was not the containment of Communism but the elimination of home-grown concepts of social democracy. Through unprecedented archival research and gripping personal testimonies, Grandin uncovers the hidden history of the Latin American Cold War: of hidebound reactionaries intent on holding on to their own power and privilege; of Mayan Marxists, blending indigenous notions of justice with universal ideas of freedom and equality; and of a United States supporting new styles of state terror throughout the continent. Drawing from declassified U.S. documents, Grandin exposes Washington's involvement in the 1966 secret execution of more than thirty Guatemalan leftists, which, he argues, prefigured the later wave of disappearances in Chile and Argentina. Since the early twentieth century, technological transfers from the United States to Latin American countries have involved technologies of violence for social control. As the chapters in this book illustrate, these technological transfers have taken various forms, including the training of Latin American military personnel in surveillance and torture and the provision of political and logistic support for campaigns of state terror. The human cost for Latin America has been enormous—thousands of Latin Americans have been murdered, disappeared, or tortured, and whole communities have been terrorized into silence. Organized by region, the essays in this book address the topic of state-sponsored terrorism in a variety of ways. Most take the perspective that state-directed political violence is a modern development of a regional political structure in which U.S. political interests weigh heavily. Others acknowledge that Latin American states enthusiastically received U.S. support for their campaigns of terror. A few see local culture and history as key factors in the implementation of state campaigns of political violence. Together, all the essays exemplify how technologies of terror have been transferred among various Latin American countries, with particular attention to the role that the United States, as a "strong" state, has played in such transfers.

Do Third World countries benefit from having large militaries, or does this impede their development? Kirk Bowman uses statistical analysis to demonstrate that militarization has had a particularly malignant impact in this region. For his quantitative comparison he draws on longitudinal data for a sample of 76 developing countries and for 18 Latin American nations. To illuminate the causal mechanisms at work, Bowman offers a detailed comparison of Costa Rica and Honduras between 1948 and 1998.
