This international review of Hungarian national youth policy is the fifteenth in the series started in 1997 by the Directorate of Youth and Sport of the Council of Europe. Like preceding reviews, it aims to fulfil three distinct objectives: - to advise on national youth policy; - to identify components which might combine to form a harmonised approach to youth policy across Europe; and - to contribute to a learning process in relation to the development and implementation of youth policy. Hungary, at its own request, embarked on an international review to benefit from ten years of reviewing experience and to contribute to the European exchange of information on youth policies. This report includes information gathered by the international review team as well as its analyses and recommendations concerning the development, perspectives and challenges for the future of youth policy in Hungary.

Youth participation is not an end in itself, but a means of achieving positive changes in young people’s lives and of building better democratic societies. Participation is a fundamental human right recognised, among others, in the Universal Declaration of Human Rights and the Convention on the Rights of the Child. Participation is also a core principle of human rights and is a condition for effective democratic citizenship for all people. The aim of the Council of Europe’s youth policy is to provide young people with equal opportunities and experience which enable them to develop the knowledge, skills and competencies to play a full part in all aspects of society. Youth participation is at the core of youth policy in the Council of Europe, which includes co-management as a form of sharing power with youth representatives. Youth participation is promoted across the various sectors of the Council of Europe. The revised European Charter on the Participation of Young People in Local and Regional Life, adopted in May 2003 by the Congress of Local and Regional Authorities of the Council of Europe, is a standard-setting instrument for youth participation. It supports young people, youth workers, youth organisations and local authorities in promoting and enhancing meaningful youth participation at local and regional level across Europe. The manual “Have your say!” was produced to support local and regional authorities, youth organisations and young people who want to give young people a real say for a meaningful democratic youth participation. According to the Charter, participation is about having the right, the means, the space and the opportunity and, where necessary, the support to participate in and influence decisions and engage in actions and activities so as to contribute to building of a better society. The manual “Have your say!” is an educational and practical tool to support all those committed to making that right a reality for more young people in the Council of Europe member states.

Greece is the 20th country to have had its youth policy reviewed by an international review team appointed by the Council of Europe. The financial crisis and resulting high unemployment rate, especially among young people, was the major concern encountered by the review team. Although the crisis has compelled Greece to engage in profound fiscal reform and address many of its structural weaknesses, this has not been matched by labour market activation policies and other youth policy measures needed to reverse the mood of despondency and stem the tide of emigration of young people. This international review focused in particular on two aspects of youth transitions: the transition from the education system to the labour market; and the related issue of military service and conscription, which is an integral part of life for young men in Greece. The review team also considered characteristics of the public administration, which dwells on bureaucratic compliance and has limited scope and licence for fostering initiative and creativity, despite incessant rhetoric about the need for “entrepreneurship”. The review team advocates the establishment of more creative and innovative mechanisms to free the entrepreneurial and participative spirit not only of young people in Greece, but also of its regional and local administrations, youth organisations and local youth councils, in order for them to provide timely and purposeful intervention, opportunity and support according to local need and circumstances.

The theme of this issue of Perspectives on youth is “Connections and disconnections”. Our authors have contributed articles on migration, employment mobility, new familial relations, the Internet and new media, young people’s social and political engagement, their connections with their own countries, with Europe or the wider world, and intercultural contacts in general, and others besides. They address the potential benefts but also the tensions and contradictions that are inherent in contemporary social, cultural, economic and technological changes. Such changes are creating opportunities for young people to connect in new and positive ways with other young people, with their families and communities and with social institutions, in ways that increasingly “cross borders” of various kinds. But it is also clear that these changes do not always take place in a smooth or mutually complementary way: expanded opportunities are not necessarily enhanced opportunities; increased participation in education has not translated into more and better employment prospects; societies and communities are increasingly diverse and yet some perceive this as a threat rather than an opportunity. A related question arises as to whether the policies that are designed both to shape and respond to young people’s circumstances and the resulting practices are themselves appropriately connected or disconnected with each other. Perspectives on youth is published by the partnership of the European Union and the Council of Europe in the feld of youth with the support of fve countries: Belgium, Finland, France, Germany and the United Kingdom. Its purpose is to bring national youth policies closer together and to keep the dialogue on key problems of child and youth policy on a solid foundation in terms of content, expertise and politics. The series aims to act as a forum for information, discussion, refection and dialogue on European developments in the feld of youth policy, youth research and youth work and to contribute to the development and promotion of a youth policy and of a youth work practice that is based on knowledge and participatory principles. It is also intended to be a forum for peer-learning between member states of the European Union and the Council of Europe.

The EU-CoE youth partnership stems from the close relations that the Council of Europe and the European Commission have developed in the youth field over the years since 1998. What is youth policy, and what major elements should a national youth policy strategy include? How can young people be consulted and otherwise involved in developing youth policy? How is youth policy organised in specific countries of the Middle East and North Africa (MENA) region? These are some of the essential questions addressed in this publication. The Youth policy manual should be considered a source work, a tool and a helpful guide both for policy makers in the youth field and for non-governmental organisations and other stakeholder groups who advocate improved youth policy at the national level. This manual proposes one possible model for how a national youth policy strategy can be developed. It is a revised version of the Youth policy manual (2009) and takes into account relevant specificities of the MENA region.
