This book examines domestic and regional geopolitical dynamics behind Turkish-Qatari relations from the past to the present. Utilizing arguments of practical geopolitical reasoning, Özgür Pala and Khaled Al-Jaber situate their analysis of evolving relations in the contexts of Ottoman-British geopolitical rivalry in the Persian Gulf, the Turkish Republic’s fluctuating relations with the Middle East until the 2000s, the AKP governments’ opening to the region and finally the Arab Spring and its aftermath. Contextualizing the trajectory of Turkish-Qatari relations within the larger Middle East and the Gulf Arab region, the authors argue that material interests and identity politics have generally determined relations until the turn of the millennium. Under Erdogan and Sheikh Hamad’s assertive leadership and ambitious foreign policy, Turkey and Qatar came to witness various foreign policy convergences on critically important regional issues. Pala and Al-Jaber argue that these convergences, coupled with their geopolitical and security goals, facilitated a political alignment between Ankara and Doha throughout the Arab Spring. They argue that despite facing major geopolitical setbacks, Turkey and Qatar were able to chart a much deeper cooperation, which later evolved into a strategic partnership in various areas.

The rise of popular social movements throughout the Middle East, North Africa, Europe and North America in 2011 challenged two hegemonic discourses of the post-Cold War era: Francis Fukuyama's 'The End of History' and Samuel Huntington's 'The Clash of Civilizations.' The quest for genuine democracy and social justice and the backlash against the neoliberal order is a common theme in the global mass protests in the West and the East. This is no less than a discursive paradigm shift, a new beginning to the history, a move towards new alternatives to the status quo. This book is about difference and dialogue; it embraces The Dignity of Difference and promotes dialogue. However, it also demonstrates the limits of dialogue as a useful and universal approach for resolving conflicts, particularly in cases involving asymmetric and unequal power relations. The distinguished group of authors suggests in this volume that there is a 'third way' of addressing global tensions - one that rejects the extremes of both universalism and particularism. This third way is a radical call for an epistemic shift in our understanding of 'us-other' and 'good-evil', a radical approach toward accommodating difference as well as embracing the plural concept of 'the good'. The authors strengthen their alternative approach with a practical policy guide, by challenging existing policies that either exclude or assimilate other cultures, that wage the constructed 'global war on terror,' and that impose a western neo-liberal discourse on non-western societies. Under the banner of universalism, France messages a powerful and seductive ideology of blindness to race that disappears blackened people and the antiblackness they experience. As Tricia Keaton notes, in everyday life, France is anything but raceblind. In this interdisciplinary study, drawn from a range of critical scholarship including that of Philomena Essed and Frantz Fanon, Keaton illuminates how b/Black (racialized/politicized) French people distinctly expose and refuse what she calls “raceblind republicanism.” By officially turning a blind eye to the specificity of antiblackness, the French state in fact perpetuates it, she argues, along with structural racism. Through daily life, public policies, visual culture, the private lives of individuals and families shattered by police violence, the French courts where many are fighting back, and her own experiences, Keaton charts the troubling dynamics and continuities of antiblackness in French society.
