Malcolm Sparrow, who teaches at Harvard Kennedy School of Government and is a former British police detective, argues that other factors in the development of police theory and practice over the last twenty-five years have also played a major role in contributing to these tragedies and to a great many other cases involving excessive police force and community alienation. Sparrow shows how the core ideas of community and problem-solving policing have failed to thrive. In many police departments these foundational ideas have been reduced to mere rhetoric. The result is heavy reliance on narrow quantitative metrics, where police define how well they are doing by tallying up traffic stops, or arrests made for petty crimes. Sparrow's analysis shows what it will take for police departments to escape their narrow focus and perverse metrics and turn back to making public safety and public cooperation their primary goals. Police, according to Sparrow, are in the risk-control business and need to grasp the fundamental nature of that challenge and develop a much more sophisticated understanding of its implications for mission, methods, measurement, partnerships, and analysis.

The politics and policies that led to America's expansion of the penal system and reduction of welfare programs In 1970s America, politicians began "getting tough" on drugs, crime, and welfare. These campaigns helped expand the nation's penal system, discredit welfare programs, and cast blame for the era's social upheaval on racialized deviants that the state was not accountable to serve or represent. Getting Tough sheds light on how this unprecedented growth of the penal system and the evisceration of the nation's welfare programs developed hand in hand. Julilly Kohler-Hausmann shows that these historical events were animated by struggles over how to interpret and respond to the inequality and disorder that crested during this period. When social movements and the slowing economy destabilized the U.S. welfare state, politicians reacted by repudiating the commitment to individual rehabilitation that had governed penal and social programs for decades. In its place, they championed strategies of punishment, surveillance, and containment. The architects of these tough strategies insisted they were necessary, given the failure of liberal social programs and the supposed pathological culture within poor African American and Latino communities. Kohler-Hausmann rejects this explanation and describes how the spectacle of enacting punitive policies convinced many Americans that social investment was counterproductive and the "underclass" could be managed only through coercion and force. Getting Tough illuminates this narrative through three legislative cases: New York's adoption of the 1973 Rockefeller drug laws, Illinois's and California's attempts to reform welfare through criminalization and work mandates, and California's passing of a 1976 sentencing law that abandoned rehabilitation as an aim of incarceration. Spanning diverse institutions and weaving together the perspectives of opponents, supporters, and targets of punitive policies, Getting Tough offers new interpretations of dramatic transformations in the modern American state.

To derive statistics about crime â€" to estimate its levels and trends, assess its costs to and impacts on society, and inform law enforcement approaches to prevent it â€" a conceptual framework for defining and thinking about crime is virtually a prerequisite. Developing and maintaining such a framework is no easy task, because the mechanics of crime are ever evolving and shifting: tied to shifts and development in technology, society, and legislation. Interest in understanding crime surged in the 1920s, which proved to be a pivotal decade for the collection of nationwide crime statistics. Now established as a permanent agency, the Census Bureau commissioned the drafting of a manual for preparing crime statisticsâ€"intended for use by the police, corrections departments, and courts alike. The new manual sought to solve a perennial problem by suggesting a standard taxonomy of crime. Shortly after the Census Bureau issued its manual, the International Association of Chiefs of Police in convention adopted a resolution to create a Committee on Uniform Crime Records â€"to begin the process of describing what a national system of data on crimes known to the police might look like. The key distinction between the rigorous classification proposed in this report and the "classifications" that have come before in U.S. crime statistics is that it is intended to partition the entirety of behaviors that could be considered criminal offenses into mutually exclusive categories. Modernizing Crime Statistics: Report 1: Defining and Classifying Crime assesses and makes recommendations for the development of a modern set of crime measures in the United States and the best means for obtaining them. The Routledge International Handbook on Fear of Crime brings together original and international state of the art contributions of theoretical, empirical, policy-related scholarship on the intersection of perceptions of crime, victimisation, vulnerability and risk. This is timely as fear of crime has now been a focus of scholarly and policy interest for some fifty years and shows little sign of abating. Research on fear of crime is demonstrative of the inter-disciplinarity of criminology, drawing in the disciplines of sociology, psychology, political science, history, cultural studies, gender studies, planning and architecture, philosophy and human geography.
