CHAPTER X GOVERNMENT AND THE CROWD IN the preceding chapter it was necessary to encroach somewhat upon the subject with which we have now to deal, seeing that Government is an essential part of the organisation of a national crowd, and may be said to resemble the skeleton of the whole structure. It is obvious that man, the individual, will regard government differently from his twofold point of view: as a crowd-unit, and as an independent living creature. Similarly the governing body or sovereign may regard the governed from the same two points of view, as a public or as a multitude of individuals. We have had experience of legislation intended to promote directly the well-being of individuals, and of other legislation which regarded only classes. Finally the power which governments wield and by which they impose their will upon a people may be supplied by organised crowds or by the assent of a multitude of unorganised individuals. These general considerations will suffice to suggest what large questions are opened when we propose to discuss the interrelations of crowds and governing individuals or bodies. Broadly speaking, the governments of the peoples of the world from the beginning till now may be divided into two classes: Kingdoms and Crowddoms. In the one individuals ruled; in the other public opinion. It matters not how the King be chosen or obtain his office, whether by birth, by murder, intrigue, or revolution, by any of the many forms called of right divine, or by election or selection. In Literature, Politics and the English Avant-Garde, Paul Peppis shows how neither interpretation explains the writings of avant-gardists in early twentieth-century England. Peppis reads texts by writers such as Ford Madox Ford, Wyndham Lewis, Dora Marsden, and Ezra Pound alongside English political discourse between the death of Victoria and the end of the Great War. He traces the impact of nation and empire on the avant-garde, arguing that Vorticism, England's foremost avant-garde movement, used nationalism to advance literature and avant-garde literature to advance empire. Peppis's study demonstrates that these ambitions were enabled by a period conception of nationality as an essence and construct. By recovering these neglected aspects of avant-garde politics, Peppis's book opens important avenues for assessing modernist politics after the war.

This classic book on propaganda technique focuses on American, British, French, and German experience in World War I. The book sets forth a simple classification of various psychological materials used to produce certain specific results and proposes a general theory of strategy and tactics for the manipulation of these materials. In an introduction (coauthored by Jackson A. Giddens) written for this edition, Harold Lasswell notes that this study was partially an exercise in the discovery of appropriate theory. It raised the crucial questions of how to classify the content of propaganda—for instance, a distinction is made between "value demands" (war aims, war guilt, and casting the enemy as evil personified) and "expectations" (the illusion of victory)—and how to summarize the procedures employed in organizing and carrying out propaganda operations. Propaganda Technique in World War I deals primarily with problems of internal administration and lateral coordination rather than with the relationship between policymakers and propagandists. However, Jackson Giddens enumerates procedures in the book that illustrate an underlying assumption that decision makers were deeply involved in propaganda and influenced by considerations of public opinion. He takes the study of propaganda further by elaborating on the nature and meaning of the category of "war aims" and its relation to the propagandist, for this, more than any other category of content, "is the catalyst of transnational political action." Giddens's exploration of the development of a comprehensive theory of propaganda adds another dimension to Lasswell's study while confirming its value as outstanding groundwork for continuing research.
