Excerpt from The Dardanelles The contest for the control of the Dardanelles in 1915 brought about a struggle by sea and land which was in the main conducted quite independently of occurrences in other theatres of the Great War. That being so, it can in a military and naval sense be treated as a distinct incident in the world-wide disturbance. It constituted a campaign by itself. Its course, nevertheless, was appreciably affected by belligerent events elsewhere, by the military. situation in Western Europe on various dates - by the progress of the conflict on the western and south-eastern borders of Russia, for instance, by acute strategical developments in Serbia, and even by martial proceedings in the vicinity of the Nile Delta and in Mesopotamia. Such influence as the conditions in distant regions exerted over the fight for the Straits took, however, almost entirely the form of diverting to other fields military and naval resources which, but for this, might have been profitably employed in and about the Gallipoli Peninsula. It was the Allies who especially suffered in this respect, and they suffered particularly on land. For, lack of troops and munitions was unquestionably one cause of their failure to wrest domination of the Hellespont out of the hands of the Turk. But the inadequacy of the means in respect to men and munitions placed at his disposal, which so shackled Sir I. Hamilton, were primarily - if not indeed wholly - due to the fact that men and munitions were urgently needed in other theatres of war and especially in France and Flanders. Excerpt from Straits of the Dardanelles, and the Bosphorus: The Right of Way Under International Law Nor does there seem to be much that is objection able in this arrangement, which has merely for its motive the restoration of the commercial relations which previously existed between the subjects of the Czar and of the Sultan; but the effect of all the stipulations of that treaty combined would be serious in the extreme, as it would make of the Black Sea a Russian lake, actually making it sub jcet to the rule of one despotic will, instead of placing it under the protection of a just and equal law. The Preliminary Treaty, however, is fortunately as yet wholly without juridical sanction, for although the war put an end to treaties as between the two belligerents themselves, yet, inasmuch as these belli gerents had some years ago entered into treaty engagements with other Powers, no new stipulations contravening those previous engagements can be valid until ratified by all the signatory Powers. It is obvious that Russia cannot plead special immunity from the observance of treaties, and, whilst herself flagrantly violating them, hold England bound toobserve every clause to the letter. Nevertheless this very Power, after menacing Constantinople with the presence of its armies, and thereby forcing the Government of this country to despatch the fleet into the Sea of Marmora, now ventures to com plain of that act as a contravention of the Treaties of 1856 and 1871, because, forsooth, it lacks the formality of a firman from the Sultan, although it is difficult to conceive how the Sultan could now be regarded as a sufficiently free agent to either give or to withhold his consent. In fact, in dealing with a State or person in such a condition of duresse as to amount to positive disability, consent to further the performance of all just and necessary acts, must be assumed, and therefore need not be required, and by the same deduction the English Government would be equally justified in ordering the fleet through the Bosphorus into the Black Sea. Excerpt from Inside Constantinople: A Diplomatist's Diary During the Dardanelles Expedition; April September, 1915 The writer of this journal had previously resided at Constantinople from 1906 to 1909, during the later years of Abdul Hamid's reign and the period of the Turkish Revolution, first as Secretary, and later as Councillor and Charge d'Affaires at the American Embassy. He left Constantinople in the autumn of 1909, Turcophile in his sympathies, sharing the enthusiasm of those who had witnessed the downfall of the Hamidian despotism and the birth of what they hoped would be a regenerated Turkey. He was sent there again early in 1915 by the Secretary of State as Special Agent to assist the Ambassador in the protection of the interests of the Entente - for the American Embassy was then in charge of the Allied interests, other than those of Italy, which had not yet entered the war, and Russia, both of which it subsequently assumed. He remained there until September of the same year, when he was sent to Sofia as American Diplomatic Representative in charge of British interests.
