From the late 1980s to the present, artists of Filipino descent in the United States have produced a challenging and creative movement. In The Decolonized Eye, Sarita Echavez See shows how these artists have engaged with the complex aftermath of U.S. colonialism in the Philippines. Focusing on artists working in New York and California, See examines the overlapping artistic and aesthetic practices and concerns of filmmaker Angel Shaw, painter Manuel Ocampo, installation artist Paul Pfeiffer, comedian Rex Navarrete, performance artist Nicky Paraiso, and sculptor Reanne Estrada to explain the reasons for their strangely shadowy presence in American culture and scholarship. Offering an interpretation of their creations that accounts for their queer, decolonizing strategies of camp, mimesis, and humor, See reveals the conditions of possibility that constitute this contemporary archive. This volume spotlights the unique suitability and situatedness of Filipinx American studies both as a site for reckoning with the work of historicizing U.S. empire in all of its entanglements, as well as a location for reclaiming and theorizing the interlocking histories and contemporary trajectories of global capitalism, racism, sexism, and heteronormativity. It encompasses an interrogation of the foundational status of empire in the interdiscipline; modes of labor analysis and other forms of knowledge production; meaning-making in relation to language, identities, time, and space; the critical contours of Filipinx American schooling and political activism; the indispensability of relational thinking in Filipinx American studies; and the disruptive possibilities of Filipinx American formations. How museums’ visual culture contributes to knowledge accumulation Sarita See argues that collections of stolen artifacts form the foundation of American knowledge production. Nowhere can we appreciate more easily the triple forces of knowledge accumulation—capitalist, colonial, and racial—than in the imperial museum, where the objects of accumulation remain materially, visibly preserved. The Filipino Primitive takes Karl Marx’s concept of “primitive accumulation,” usually conceived of as an economic process for the acquisition of land and the extraction of labor, and argues that we also must understand it as a project of knowledge accumulation. Taking us through the Philippine collections at the University of Michigan Natural History Museum and the Frank Murphy Memorial Museum, also in Michigan, See reveals these exhibits as both allegory and real case of the primitive accumulation that subtends imperial American knowledge, just as the extraction of Filipino labor contributes to American capitalist colonialism. With this understanding of the Filipino foundations of the American drive toward power and knowledge, we can appreciate the value of Filipino American cultural producers like Carlos Bulosan, Stephanie Syjuco, and Ma-Yi Theater Company who have created incisive parodies of this accumulative epistemology, even as they articulate powerful alternative, anti-accumulative social ecologies.

Why human rights don’t work In The Effluent Eye, Rosemary J. Jolly argues for the decolonization of human rights, attributing their failure not simply to state and institutional malfeasance but to the very concept of human rights as anthropocentric—and, therefore, fatally shortsighted. In an engaging mix of literary and cultural criticism, Indigenous and Black critique, and substantive forays into the medical humanities, Jolly proposes right-making in the demise of human rights. Using what she calls an “effluent eye,” Jolly draws on “Fifth Wave” structural public health to confront the concept of human rights—one of the most powerful and widely entrenched liberal ideas. She builds on Indigenous sovereignty work from authors such as Robin Wall Kimmerer, Leanne Betasamosake Simpson, and Mark Rifkin as well as the littoral development in Black studies from Christine Sharpe, Saidiya Hartman, and Tiffany Lethabo King to engage decolonial thinking on a range of urgent topics such as pandemic history and grief; gender-based violence and sexual assault; and the connections between colonial capitalism and substance abuse, the Anthropocene, and climate change. Combining witnessed experience with an array of decolonial texts, Jolly argues for an effluent form of reading that begins with the understanding that the granting of “rights” to individuals is meaningless in a world compromised by pollution, poverty, and successive pandemics. Southeast Asian Ecocriticism presents a timely exploration of the rapidly expanding field of ecocriticism through its devotion to the writers, creators, theorists, traditions, concerns, and landscapes of Southeast Asian countries. In Tropical Renditions Christine Bacareza Balance examines how the performance and reception of post-World War II Filipino and Filipino American popular music provide crucial tools for composing Filipino identities, publics, and politics. To understand this dynamic, Balance advocates for a "disobedient listening" that reveals how Filipino musicians challenge dominant racialized U.S. imperialist tropes of Filipinos as primitive, childlike, derivative, and mimetic. Balance disobediently listens to how the Bay Area turntablist DJ group the Invisibl Skratch Piklz bear the burden of racialized performers in the United States and defy conventions on musical ownership; to karaoke as affective labor, aesthetic expression, and pedagogical instrument; to how writer and performer Jessica Hagedorn's collaborative and improvisational authorial voice signals the importance of migration and place; and how Pinoy indie rock scenes challenge the relationship between race and musical genre by tracing the alternative routes that popular music takes. In each instance Filipino musicians, writers, visual artists, and filmmakers work within and against the legacies of the U.S./Philippine imperial encounter, and in so doing, move beyond preoccupations with authenticity and offer new ways to reimagine tropical places.
