An unprecedented new international moral and legal rule forbids one state from hosting money stolen by the leaders of another state. The aim is to counter grand corruption or kleptocracy ("rule by thieves"), when leaders of poorer countries—such as Marcos in the Philippines, Mobutu in the Congo, and more recently those overthrown in revolutions in the Arab world and Ukraine—loot billions of dollars at the expense of their own citizens. This money tends to end up hosted in rich countries. These host states now have a duty to block, trace, freeze, and seize these illicit funds and hand them back to the countries from which they were stolen. In The Despot's Guide to Wealth Management, J. C. Sharman asks how this anti-kleptocracy regime came about, how well it is working, and how it could work better. Although there have been some real achievements, the international campaign against grand corruption has run into major obstacles. The vested interests of banks, lawyers, and even law enforcement often favor turning a blind eye to foreign corruption proceeds. Recovering and returning looted assets is a long, complicated, and expensive process. Sharman used a private investigator, participated in and observed anti-corruption policy, and conducted more than a hundred interviews with key players. He also draws on various journalistic exposés, whistle-blower accounts, and government investigations to inform his comparison of the anti-kleptocracy records of the United States, Britain, Switzerland, and Australia. Sharman calls for better policing, preventative measures, and use of gatekeepers like bankers, lawyers, and real estate agents. He also recommends giving nongovernmental organizations and for-profit firms more scope to independently investigate corruption and seize stolen assets.

Hidden Geopolitics recaptures the term to explore how the geography of power works both globally and nationally to structure and govern the workings of the global political economy. Globalization, far from its antithesis, is tightly wound up in the assumptions and practices of geopolitics, relating to the scope of regulatory authority, state sponsorship, and the political power of businesses to operate worldwide. Agnew shows how this “hidden” geopolitics and globalization have been vitally connected. He focuses on three moments: the origins of contemporary globalization in the policies pursued by successive US governments and allies after 1945 and its continued relevance even as the US role in the world changes; the close connection between geopolitical history and status of different countries and their relative capacities to exploit the possibilities and limit the costs of globalization; and new regulatory and standard-setting agencies which emerged under the sponsorship of major geopolitical powers but have grown in power and authority as the dominant states have become limited in their ability to manage the explosion of transnational transactions on their own. Agnew argues that it is time to move on from the narrow inter-imperial cast of geopolitics and the foolish policy advice it produces. The old perspective on geopolitics has taken on new life with the rise of national-populist movements in Europe and the United States and the reinvigoration of territorial-authoritarian regimes in Russia and China. What accounts for the rise of the state, the creation of the first global system, and the dominance of the West? The conventional answer asserts that superior technology, tactics, and institutions forged by Darwinian military competition gave Europeans a decisive advantage in war over other civilizations from 1500 onward. In contrast, Empires of the Weak argues that Europeans actually had no general military superiority in the early modern era. J. C. Sharman shows instead that European expansion from the late fifteenth to the late eighteenth centuries is better explained by deference to strong Asian and African polities, disease in the Americas, and maritime supremacy earned by default because local land-oriented polities were largely indifferent to war and trade at sea. Europeans were overawed by the mighty Eastern empires of the day, which pioneered key military innovations and were the greatest early modern conquerors. Against the view that the Europeans won for all time, Sharman contends that the imperialism of the late nineteenth and early twentieth centuries was a relatively transient and anomalous development in world politics that concluded with Western losses in various insurgencies. If the twenty-first century is to be dominated by non-Western powers like China, this represents a return to the norm for the modern era. Bringing a revisionist perspective to the idea that Europe ruled the world due to military dominance, Empires of the Weak demonstrates that the rise of the West was an exception in the prevailing world order.

The fight against dirty money is not a new topic, nor a recent problem. It has existed within international and national agendas since the 1980s. This book addresses several issues concerning the reasons, objectives and scope of national and supranational strategies targeting criminal money, as well as the concrete modalities to overcome its obstacles. The main objective is to explore where the EU stands and where it ought to go, providing useful input for policy-makers and further research. Nevertheless, the problems are not limited to the EU area, and assets – particularly money – cross EU borders much more easily than people do. The reflections developed in the chapters, therefore, aim at going beyond these EU borders. The book is divided into two parts. The first one focuses on the core of asset recovery policies, namely confiscation or forfeiture laws, and explores in particular some issues concerning the respect of fundamental rights. "Over the last decade, many of the world's biggest companies have been embroiled in legal disputes over corruption, fraud, environmental damage, taxation issues, or sanction violations, ending either in convictions or settlements of record-breaking fines that have surpassed the billion-dollar mark. In this book, Cornelia Woll considers how far this turn toward negotiated corporate justice, and the United States' legal action against multinationals in particular, is motivated by geopolitical and geoeconomic concerns. Woll analyses the evolution of corporate criminal prosecutions in the United States, as well as the extraterritorial expansion of its jurisdictions, and demonstrates a notable bias against foreign firms.
