In Market Encounters, Bianca Murillo explores the shifting social terrains that made the buying and selling of goods in modern Ghana possible. Fusing economic and business history with social and cultural history, she traces the evolution of consumerism in the colonial Gold Coast and independent Ghana from the late nineteenth century through to the political turmoil of the 1970s. Murillo brings sales clerks, market women, and everyday consumers in Ghana to the center of a story that is all too often told in sweeping metanarratives about what happens when African businesses are incorporated into global markets. By emphasizing the centrality of human relationships to Ghana’s economic past, Murillo introduces a radical rethinking of consumption studies from an Africa-centered perspective. The result is a keen look at colonial capitalism in all of its intricacies, legacies, and contradictions, including its entanglement with gender and race.

The paths of African states have diverged markedly since the termination of colonial rule. Nevertheless, Ghana, the first African state to achieve independence, epitomizes both the political gyrations and the overall stagnation common to many other countries on the continent. This work concentrates on the 1969–1982 period in Ghana, focusing on two interrelated facets of African politics: the decline of state power and authority, and adjustments to political recession. The author traces the dual patterns of diminution of the state and the adaptation of autonomous coping mechanisms in the separate spheres of political leadership, political structures and institutions, ideology, and political economy. The dynamic of state-society interactions is then treated in terms of the rhythm of dissent, conflict, and disengagement. Dr. Chazan provides a comprehensive study of Ghanaian politics from the 1970s to the present. By systematically analyzing the process of political decline and regeneration, she highlights similar processes apparent elsewhere in Africa. The stress on the subtleties and direction of political change has important implications for policymakers and policy analysts alike.

Since independence, the political institutions of many African states have undergone a process of consolidation and subsequent deterioration. Constrained by external economic dependency and an acute scarcity of economic and technical resources, state officials have demonstrated a diminished capacity to regulate their societies. Public policies are agreed upon but ineffectively implemented by the weak institutions of the state. Although scholars have analyzed the various facets of state-building in detail, little systematic attention has been given to the issue of the decline of the state and mechanisms to cope with state ineffectiveness in Africa. This book focuses especially on the character of the postcolonial state in Africa, the nature of and reasons for state deterioration, and the mechanisms and policies for coping with state malfunction. Scholars from Africa, the United States, Europe, and the Middle East combine a broad understanding of African political processes with expertise on specific regions. Their analytic and comparative perspective provides a comprehensive and timely treatment of this vital and heretofore neglected theme in African politics.

Citing a paucity of empirical evidence on the poverty and distributional impacts of trade policy reform in Ghana as the main motivation for this volume, the editors (both of the Institute of Statistical, Social and Economic Research at the U. of Ghana) present eleven papers that combine theory and econometric analysis in an effort to assess linkages between globalization, trade, and poverty (including gendered aspects). Specific topics examined include manufacturing employment and wage effects of trade liberalization; the influence of education on trade liberalization impacts on household welfare; trade liberalization and manufacturing firm productivity; the impact of elimination of trade taxes on poverty and income distribution; food prices, tax reforms, and consumer welfare under trade liberalization; impacts on tariff revenues; and impacts on cash cropping, gender, and household welfare; Distributed in the US by Stylus. This Volume, a scholarly piece of development thoughts, discusses in Part One the new concept of development embracing a much more inclusive view of increasing the welfare of societies followed by a critical examination of the various development theories and practices that underpinned the global development order over the greater part of the 20th century in both classic and contemporary contexts. It then discusses the unique contribution of the author’s award-winning Root-based Model to the development process The Root-based Model provides a desirable bridge between the dominant growth-concentrated development pattern and the alternative development paradigm. In addition to it’s institutional networking dynamics utilizing the power of shared information for sustainable community development, the model resolves the critical issue of integrating the citizens sector into the national development process through a genuine participatory approach. Part Two encapsulates various research works and papers over the years by the author that keep resonating on the development landscape and illuminate much of the discussions in Part One. The book urges developing countries to adopt solutions suited to their cultures and local constraints instead of importing ‘best practices’ which may not fit into the key policy issues of development in the local context.

From the early 1960s to the early 1980s, the officially recorded production of cocoa in Ghana declined by 60 percent. During the 1983–95 Economic Recovery Program, however, cocoa production doubled. Although these developments have inspired much empirical research, most of the studies have been unable to explain the medium-term persistence of cocoa output to remain below its estimated capacity level. The paper argues that the price incentive to smuggle can explain as much as one-half of the observed decline in output and the subsequent recovery. A cointegration analysis and a dynamic error-correction model of cocoa supply support the analysis.
