The Sustainable Development Goals (SDGs) are highly intertwined with sectors such as health, education, energy or agriculture. Hence, measuring official development finance (ODF) flowing to sectors is critical to designing efficient development strategies in the SDG era. Yet, this exercise is complex, and this report is a first attempt to provide a comprehensive picture of ODF allocations by sector. The analysis includes not only official development assistance (ODA), but also other official flows (OOF) and resources mobilised from the private sector by official development interventions. It provides unique data for the period 2012-16 on sectors financing by country, type of instrument and channel of delivery. It looks into potential data gaps and the challenge of matching the traditional typologies of donors' investment by sector with their expected, multi-sectoral outcomes, as framed by the SDGs. The report provides policy makers and sectoral experts with some insights into the implications of the 2030 Agenda for the sectoral strategies of development co-operation providers.

Lao People’s Democratic Republic (Lao PDR) has made significant headway on its development path over the past three decades. The country’s sustained economic growth has been led by booming commodity exports and substantial inflows of external financing. Many Laotians have seen significant improvements in their well-being. Poverty has declined as household income has increased, and many important development goals in education and health have been achieved. In the face of macroeconomic challenges, a shift from commodity-driven growth to a more inclusive prosperity paradigm that emphasises the creation of broad-based opportunities, human capital development and green sustainability can unlock Lao PDR’s future development. This report presents priorities for overcoming the country’s current fiscal constraints and finding ways to fund this shift. Recommendations address strengthening Lao PDR’s sustainable finance and debt management, revenue generation and tax reform, investment promotion, and data capacity in order to tap into green finance mechanisms.

The proactive engagement of the private sector was critical to accelerate the achievement of the Millennium Development Goals (MDGs). Inevitably, private finance will become even more central in the concerted effort to achieve the Sustainable Development Goals (SDGs) due to their ambition. Private investment decisions in both the real economy and in the financial sector should move the world towards the aspirations set out in the 2030 agenda. This means going far beyond philanthropy and voluntary corporate social responsibility, important though they are. It is a matter of steering the investment decisions that private actors make every day. In the context of the Financing for Development debate, this discussion paper reflects on the latest trends and makes recommendations to: 1. Establish an enabling regulatory environment for the private sector to invest in the SDGs; 2. Introduce “Smart” public incentives to fasten the realignment of private finance to the SDGs; and 3. Foster change in company and consumer behaviours to transition to inclusive and sustainable markets.
