This publication focuses on two key issues relating to food aid development activities: options for ensuring the effectiveness of food aid in seeking to promote food security and poverty alleviation; and the use of local purchases or regionally sourced imports as relatively efficient ways of providing food aid. The study finds that in most circumstances financial aid (in terms of cash) is the preferable way to fund direct distribution of food or to provide budgetary support for general development or project assistance. A context-specific rationale should be required, therefore, for providing imported commodity aid rather than financial aid.

Seminar discussion focused primarily on the role of food aid in fostering agricultural development, where the latter includes production, processing, and marketing of products; human nutrition; and the operation of food systems as affected by various policies and institutions. This focus did not reflect insensitivity to broader scope of economic development. Rather, it emerged from a recognition of the central role played by inadequate production in Africa's current economic problems and from a realization of the important role that food aid may have on coping with these problems

This innovative book examines the question of food assistance very broadly, from the perspective of both recipient countries and donors around the world, including four African nations-Tunisia, Benin, Lesotho, and Tanzania.
