The paper examines labor market developments in the four hard-peg European Union (EU) accession candidates during transition, with a view toward understanding the persistent high unemployment experienced in each country. Despite the significant levels of unemployment in all four countries, labor market developments suggest that the strongest and earliest reformers have had the best labor market performance as well. It is crucial that all four countries continue their policies aimed at encouraging investment and job creation. Accession to the EU will present challenges to labor markets.

Why Is Unemployment So High In Bulgaria written by Jan Rutkowski and has been published by World Bank Publications this book supported file pdf, txt, epub, kindle and other format this book has been release on 2003 with Labor market categories.

Rutkowski seeks to determine the main factors behind poor labor market outcomes in Bulgaria. Unemployment in Bulgaria is high and of long duration. The accumulation of the unemployment stock has been caused by relatively high inflows into unemployment coupled with limited outflows. These features of the Bulgarian labor market are typical of other transition economies in Central Europe and exploring their sources is of broad interest. Rutkowski focuses on determinants of and constraints to job creation. He uses data on job creation and job destruction from a survey of employment in all registered firms. He finds that the source of large inflows into unemployment is intensive enterprise restructuring associated with a high pace of job reallocation. However, job creation falls short of job destruction. Three main factors account for the limited job creation and hiring, and thus for low outflows from unemployment: - The unfriendly business environment, reflected by a low rate of new firm formation, and a relatively small SME (small and medium enterprise) sector. - Labor market rigidities, including excessive hiring and firing costs. - Skill and spatial mismatches brought about by enterprise restructuring, as well as low skills and marginalization of the long-term unemployed who cannot successfully compete for new jobs. The author recommends a three pronged strategy to improve labor market performance: (1) removing bureaucratic constraints to entry and expansion of firms; (2) enhancing labor market flexibility through lowering hiring and firing costs; and (3) improving the educational system so as to equip workers with broad and portable skills. This paper - a product of the Human Development Sector Unit, Europe and Central Asia Region - is part of a larger effort in the region to examine labor market performance and its contribution to economic growth and poverty reduction.

Portraits of Labor Market Exclusion presents "profiles" or "portraits" of individuals who have limited labor-market attachment. It is widely accepted that those with limited attachment to the labor market are a highly heterogeneous group (including, for instance, recent job losers, long-term unemployed, school leavers with no labor-market experience, those close to retirement age, or people with caring responsibilities), and that understanding their circumstances and potential barriers is an essential prerequisite for designing and implementing a tailored and effective mix of policy support and incentives. The report takes a comprehensive view, focusing on both the labor market attachment of a country's out-of-work population and the social assistance package and poverty profile of the same segment of the population. In essence, the report looks at individuals through the lenses of both poverty/welfare status and labor market indicators, and, in doing so, the portraits helps move the dialogue from a purely labor market-centric view to a broader dialogue that includes social policy as a whole. This is an important shift; for instance, social protection programs, such as family benefits and maternity benefits, and broader social policy issues such as retirement ages, often have a great impact on who remains inactive. Specifically, the report presents portraits of the out-of-work population of six countries (Bulgaria, Estonia, Greece, Hungary, Lithuania and Romania) in terms of distance from the labor market, human capital, and labor supply conditions, as well as demographic conditions. The analysis relies on the European Union Statistics of Income and Living Conditions (EU-SILC) surveys for the years 2007 to 2011. Latent class analysis methodology allows multidimensional profiling of the out-of-work population, and identifies classes or groups of out-of-work individuals that are as homogeneous as possible within each class according to a set of observable characteristics, and as distant as possible between classes. Consequently, this analysis provide a much richer glimpse of the very different barriers to labor market integration that these various groups experience, considerably augmenting the limited amount of information contained in traditional descriptive statistics.

Impact Of The Labor Market Policies For Ensuring Employment written by Venelin Terziev and has been published by this book supported file pdf, txt, epub, kindle and other format this book has been release on 2017 with categories.

This paper is a result of several years of efforts related to the study of the social policies applied on unemployment and employment and a study of the impact of the National Program "From Social Assistance to Employment" of the national labor market. The possibilities for social integration and reintegration of representatives of risk groups have been specially examined. The examined topics are presented in five chapters. The first chapter provides an analysis of the social policies and a specific analysis of the employment and unemployment in Bulgaria over the past few years, as the data is for the period from 2000 to 2011, which can be easily compared and interpreted with the data for 2002-2005 with respect to the performed research. The goals and objectives of active policies implemented since 1998 have been generally examined. Those of them which are realized and implemented under the Unemployment Protection and Employment Promotion Act and the Employment Promotion Act are presented in details. A separate chapter presents the general framework of the National Program "From Social Assistance to Employment" being considered in its immediate objectives, eligible employers and eligible activities, beneficiaries, financing of the program and its structure and management. A separate chapter presents the results and analysis of several national studies that establish the basic preferences of the unemployed individuals to the transformation of social benefits in labor income, determine the attitude of the main institutional units to the program and their willingness to distribute functions between the state, municipalities and NGOs in the implementation and financing of the program as well as the problems and conflict points. Information has been provided about existing employment programs and analysis of existing good practices. The effect of the program on a national level and its economic and overall efficiency for the state and society has been analyzed. The actuality of the examined topic is determined by the fact that social programming plays an increasing role in Bulgaria. It virtually affects all areas of society. A smooth modernization of the insufficiently effective socio-political system of the country has been performed with the help of the program-target approach.

The adequacy and timeliness of an implemented policy are crucial for the effective support of changes in the parameters of the labour market and economic development. Considering the time delay of the effects and changes. its duration should not be overlooked in order to develop preventive measures for a timely response. Shortening the period in which the effects of the contemporary crisis are transferred on the labour market, respectively labour demand, reflects not only the degree of elasticity of labour demand to primary markets, but also the flexibility of the implemented policies. This fact has focused attention on the flexibility of labour markets and opportunities through its increase to strengthen the mobility and adaptability of the workforce to the dynamically evolving labour demand.
