The events, and aftermath, of September 11, 2001 brought into sharp relief the importance of violent extremism and insurgency practiced by alQai'da and its affiliates. These phenomena continue to impact parts of the Middle East, South Asia, and sub-Saharan Africa, among other regions. While alQai'da and its affiliates pose the greatest direct threat to the United States, violent extremism and insurgency practiced by other actors and motivated by other ideologies - such as the FARC in Colombia - are challenges in numerous developing countries. The drivers and effects of violent extremism and insurgency vary across context.While intertwined with political and security dynamics, many of the drivers of violent extremism and insurgency are development challenges. Indeed, factors such as socioeconomic inequalities, repression, corruption, and poor governance often create an enabling environment for radicalization and violent extremism.Informed by USAID's decades of experience in conflict affected countries, a growing body of knowledge, evidence, and practice is emerging from USAID's development efforts to counter violent extremism and insurgency. It affirms that effective development responses to these phenomena target specific factors in specific settings based on sound development principles and in a manner consistent with the USG's broader promotion of universal values, including democracy and human rights.This policy, consistent with USAID Forward principles, provides USAID with guidance on the development response to violent extremism and insurgency by:- outlining key concepts, drivers, and development responses;- elaborating specific engagement criteria and programming principles; and- identifying institutional enhancements to support USAID's development role.

This edited volume examines the implications for international development actors of new kinds of terrorism taking place in civil conflicts. The threat from terrorism and violent extremism has never been greater – at least in the global South where the vast majority of violent extremist attacks take place. Some of the most violent extremist groups are also parties to civil conflicts in regions such as the Middle East and the Horn of Africa. But are these groups – especially the violent Islamists which constitute the greatest current threat – qualitatively different from other conflict actors? If they are, what are the implications for development practitioners working in war zones and fragile or poverty-afflicted countries? The primary objective of this book is to understand the nature of the Boko Haram insurgency in northeast Nigeria. Boko Haram’s goal of an Islamic Caliphate, starting in the Borno State in the North East that will eventually cover the areas of the former Kanem-Borno Empire, is a rejection of the modern state system forced on it by the West. The central theme of this volume examines the relationship between the failure of the state-building project in Nigeria and the outbreak and nature of insurgency. At the heart of the Boko Haram phenomenon is a country racked with cleavages, making it hard for Nigeria to cohere as a modern state. Part I introduces this theme and places the Boko Haram insurgency in a historical context. There are, however, multiple cleavages in Nigeria ̶ ethnic, regional, cultural, and religious ̶ and Part II examines the different state-society dynamics fuelling the conflict. Political grievances are common to every society; however, what gives Boko Haram the space to express such grievances through violence? Importantly, this volume demonstrates that the insurgency is, in fact, a reflection of the hollowness within Nigeria’s overall security. Part III looks at the responses to Boko Haram by Nigeria, neighbouring states, and external actors. For Western actors, Boko Haram is seen as part of the "global war on terror" and the fact that it has pledged allegiance to ISIS encourages this framing. However, as the chapters here discuss, this is an over-simplification of Boko Haram and the West needs to address the multiple dimension of Boko Haram. This book will be of much interest to students of terrorism and political violence, insurgencies, African politics, war and conflict studies, and IR in general.
