The regulation of issues like abortion, euthanasia, gun control, same-sex unions, pornography, prostitution, drugs, or gambling is commonly referred to a special class of so called morality policies. The distinctive feature of these policies is that politics are shaped by conflicts over first principle: When does life end? When does it begin? Is gambling, drug consumption or prostitution inherently malignant? The regulation of these value conflicts entails decisions about "right" or "wrong" and hence the "validation of a particular set of basic values". Yet there is still a remarkable lack of scholarly attention on morality policies, in particular with regard to general implications for the study of public policy. To stimulate further research in this area, this book focuses on different concepts and theories of morality policy change in European countries. It is based on a broad and comparative empirical perspective on different morality issues, including, for instance, the regulation of prostitution, abortion, euthanasia, gambling, drugs, as well as gun controls.This book was published as a special issue of the Journal of European Public Policy.

The Ambivalence of Good examines the genesis and evolution of international human rights politics since the 1940s. Focusing on key developments such as the shaping of the UN human rights system, decolonization, the rise of Amnesty International, the campaigns against the Pinochet dictatorship, the moral politics of Western governments, or dissidence in Eastern Europe, the book traces how human rights profoundly, if subtly, transformed global affairs. Moving beyond monocausal explanations and narratives prioritizing one particular decade, such as the 1940s or the 1970s, The Ambivalence of Good argues that we need a complex and nuanced interpretation if we want to understand the truly global reach of human rights, and account for the hopes, conflicts, and interventions to which this idea gave rise. Thus, it portrays the story of human rights as polycentric, demonstrating how actors in various locales imbued them with widely different meanings, arguing that the political field evolved in a fitful and discontinuous process. This process was shaped by consequential shifts that emerged from the search for a new world order during the Second World War, decolonization, the desire to introduce a new political morality into world affairs during the 1970s, and the visions of a peaceful international order after the end of the Cold War. Finally, the book stresses that the projects pursued in the name of human rights nonetheless proved highly ambivalent. Self-interest was as strong a driving force as was the desire to help people in need, and while international campaigns often improved the fate of the persecuted, they were equally likely to have counterproductive effects. The Ambivalence of Good provides the first research-based synopsis of the topic and one of the first synthetic studies of a transnational political field (such as population, health, or the environment) during the twentieth century. How has prenatal testing, once offered only for high-risk pregnancies, become standard medical care for pregnant women today? In the 1960s, thanks to the development of prenatal diagnosis, medicine found a new object of study: the living fetus. At first, prenatal testing was proposed only to women at a high risk of giving birth to an impaired child. But in the following decades, such testing has become routine. In Imperfect Pregnancies, Ilana Löwy argues that the generalization of prenatal diagnosis has radically changed the experience of pregnancy for tens of millions of women worldwide. Although most women are reassured that their future child is developing well, others face a stressful period of waiting for results, uncertain prognosis, and difficult decisions. Löwy follows the rise of biomedical technologies that made prenatal diagnosis possible and investigates the institutional, sociocultural, economic, legal, and political consequences of their widespread diffusion. Because prenatal diagnosis is linked to the contentious issue of selective termination of pregnancy for a fetal anomaly, debates on this topic have largely centered on the rejection of human imperfection and the notion that we are now perched on a slippery slope that will lead to new eugenics. Policy Diffusion Dynamics in America integrates research from agenda setting and epidemiology to model factors that shape the speed and scope of public policy diffusion. Drawing on a data set of more than 130 policy innovations, the research demonstrates that the 'laboratories of democracy' metaphor for incremental policy evaluation and emulation is insufficient to capture the dynamic process of policy diffusion in America. A significant subset of innovations trigger outbreaks - the extremely rapid adoption of innovation across states. The book demonstrates how variation in the characteristics of policies, the political and institutional traits of states, and differences among interest group carriers interact to produce distinct patterns of policy diffusion.
