The Digital Television Transition and Public Safety Act of 2005 requires all full-power TV stations in the U.S. to cease analog broadcasting by Feb. 17, 2009, known as the digital television (DTV) transition. Prior to this date, the TV broadcast industry must take a series of actions to ensure that over-the-air programming will continue to be available once the transition is complete. For ex., broadcast stations must obtain, install, and test the necessary equipment needed to finalize their digital facilities. This report examines: (1) the status of broadcast stations in transitioning to digital; (2) the extent to which broadcast stations are encountering issues; and (3) the actions the FCC has taken to guide broadcasters in the digital transition. On 17 February 2009, federal law requires all full-power television stations in the United States to cease analogue broadcasting, enabling the government to reclaim valuable spectrum that the broadcasters currently use for analogue broadcasts. This change, often referred to as the digital television (DTV) transition, requires action by broadcasters and consumers to ensure broadcast television signals are still available and viewable. The National Telecommunications and Information Administration (NTIA) created a program to subsidise consumers' purchases of digital-to-analogue converter boxes. After the transition, households with analogue sets that rely on over-the-air broadcast signals must take action or they will lose television service, but some households might not be aware of this potential disruption.

Digital television (DTV) is a new television service representing the most significant development in television technology since the advent of color television in the 1950s. A successful deployment of DTV requires: the development by content providers of compelling digital programming; the delivery of digital signals to consumers by broadcast television stations, as well as cable and satellite television systems; and the widespread purchase and adoption by consumers of digital television equipment. A key issue in the Congressional debate over the digital transition has been addressing the millions of American over-the-air households whose existing analog televisions will require converter boxes in order to receive digital signals when the analog signal is turned off.
