Digital transformation and demographic change are usually seen as two separate but equally threatening events that foreshadow job replacement, industrial decline, and social bifurcation. Because Japan is the world's frontrunner in demographic change with an ageing and shrinking society, it is facing these two disruptions at the exact same time. This creates a 'lucky moment,' as it presents an opportunity to employ one as a solution for the problems caused by the other. With little domestic fanfare and even less attention internationally, Japan has been reinventing itself since the 1990s, dramatically changing its political economy, from one managed by regulations to one with a neoliberal orientation. Rebuilding from the economic misfortunes of its recent past, the country retains a formidable economy and its political system is healthier than at any time in its history. Japan Transformed explores the historical, political, and economic forces that led to the country's recent evolution, and looks at the consequences for Japan's citizens and global neighbors. The book examines Japanese history, illustrating the country's multiple transformations over the centuries, and then focuses on the critical and inexorable advance of economic globalization. It describes how global economic integration and urbanization destabilized Japan's postwar policy coalition, undercut the ruling Liberal Democratic Party's ability to buy votes, and paved the way for new electoral rules that emphasized competing visions of the public good. In contrast to the previous system that pitted candidates from the same party against each other, the new rules tether policymaking to the vast swath of voters in the middle of the political spectrum. Regardless of ruling party, Japan's politics, economics, and foreign policy are on a neoliberal path. During the last 30 years, the Japanese political economy system has experienced significant changes that are usually not well understood or analysed because of their complexity and contradictions. This book provides new analyses and insights on the process of evolving Japanese political economy including Japan’s current economic policy known as Abenomics. The first three chapters looks at evolutions at the corporate level, characterised in recent years by increasing firm heterogeneity. The authors apply theoretically driven analyses to the complex subject of corporate governance, human resource management and corporate reporting by discussing new developments in context of their economic opportunities as well as of their institutional contradictions with continuities in Japanese business practices. The second group of chapters deals with institutional changes and evolving economic reforms on the macro level of political economy. The two chapters focus on the financial system regulation and economic growth policies as two central elements of Japan’s political economy and key drivers in the evolution of its economy. Their analysis allows us to better understand the interplay between reforms and change in consumption credit and to reinterpret Abenomics as a manifestation of ongoing contradictions within the Japanese political economy. The chapters were originally published in a special issue in Japan Forum.

In the 1980s the performance of Japan’s economy was an international success story, and led many economists to suggest that the 1990s would be a Japanese decade. Today, however, the dominant view is that Japan is inescapably on a downward slope. Rather than focusing on the evolution of the performance of Japanese capitalism, this book reflects on the changes that it has experienced over the past 30 years, and presents a comprehensive analysis of the great transformation of Japanese capitalism from the heights of the 1980s, through the lost decades of the 1990s, and well into the 21st century. This book posits an alternative analysis of the Japanese economic trajectory since the early 1980s, and argues that whereas policies inspired by neo-liberalism have been presented as a solution to the Japanese crisis, these policies have in fact been one of the causes of the problems that Japan has faced over the past 30 years. Crucially, this book seeks to understand the institutional and organisational changes that have characterised Japanese capitalism since the 1980s, and to highlight in comparative perspective, with reference to the ‘neo-liberal moment’, the nature of the transformation of Japanese capitalism. Indeed, the arguments presented in this book go well beyond Japan itself, and examine the diversity of capitalism, notably in continental Europe, which has experienced problems that in many ways are also comparable to those of Japan. International mobility is not a new concept as people have moved throughout history, voluntarily and forcibly, for personal, familial, economic, political, and professional reasons. Yet, the mobility of technical talent in the global economy is relatively new, largely voluntary, structurally determined by market forces, and influenced by immigration policies. With over a decade’s worth of extensive research in India, Japan, Finland, and Singapore, this book provides an alternative understanding of how capitalism functions at the global level by specifically analyzing the international movement of technical professionals between India and Japan. There are three factors that inform this study: the services transition away from manufacturing, the movement of technical professionals in the world economy, and the demographic crisis facing Japan. The dynamics of changing capitalism are examined by theorizing the emergence of the services sector in the USA and Japan, analyzing the pronounced social inequality in India that is the basis for the global supply of highly skilled technical professionals, and providing considerable empirical data on the flows of professionals to these two countries to indicate Japan’s institutional inflexibility in accommodating foreign talent. The author anticipates that Japanese industry will shed some of its institutional rigidity due to the pressures of competition and the scarcity of technical professionals. In Asia's Flying Geese, Walter F. Hatch tackles the puzzle of Japan's paradoxically slow change during the economic crisis it faced in the 1990s. Why didn't the purportedly unstoppable pressures of globalization force a rapid and radical shift in Japan's business model? In a book with lessons for the larger debate about globalization and its impact on national economies, Hatch shows how Japanese political and economic elites delayed—but could not in the end forestall—the transformation of their distinctive brand of capitalism by trying to extend it to the rest of Asia. For most of the 1990s, the region grew rapidly as an increasingly integrated but hierarchical group of economies. Japanese diplomats and economists came to call them "flying geese." The "lead goose" or most developed economy, Japan, supplied the capital, technology, and even developmental norms to second-tier "geese" such as Singapore and South Korea, which themselves traded with Thailand, Malaysia, and the Philippines, and so on down the V-shaped line to Indonesia and coastal China. Japan's model of capitalism, which Hatch calls "relationalism," was thus fortified, even as it became increasingly outdated. Japanese elites enjoyed enormous benefits from their leadership in the region as long as the flock found ready markets for their products in the West. The decade following the collapse of Japan's real estate and stock markets would, however, see two developments that ultimately eroded the country's economic dominance. The Asian economic crisis in the late 1990s destabilized many of the surrounding economies upon which Japan had in some measure depended, and the People's Republic of China gained new prominence on the global scene as an economic dynamo. These changes, Hatch concludes, have forced real transformation in Japan's corporate governance, its domestic politics, and in its ongoing relations with its neighbors.
