In this volume we approach the question of what it is to be European by considering the way in which citizens talk about their everyday lives, as they are perceived against the background of Europe and European issues. Hence, the volume will offer insights into the rarely glimpsed micro political world of ordinary talk and explore the way in which such talk in social interaction and other spheres might help us understand what Europe means to a range of its citizens. Using a range of broadly discursive approaches we will touch on, inter alia, issues of identity, youth, borders, ethnicity, local politics, and minority languages. In the end, we suggest, it is a common sense view of pragmatic utility that centres what it is to be European, and this is something which is continually fluid and shifting within ever changing social, historical and political circumstances.

Analyzing changes in the role and place of NATO, European integration, and Franco-American relations in foreign policy discourse under Presidents Jacques Chirac and Nicolas Sarkozy, this book provides an original perspective on French foreign policy and its identity construction. The book employs a novel research design for the analysis of foreign policies, which can be used beyond the case of France, by combining the discourse theory of the Essex School with Interpretive Policy Analysis to examine political ideas and how they are organized into a foreign policy identity. On these grounds, the volume undertakes a comparative analysis of parliamentary and executive discourse of President Chirac’s failed attempt at NATO reintegration in the 1990s, Sarkozy’s successful attempt in the 2000s, and the Libyan War. Ostermann depicts French foreign policy and identity as turning away from the European Union, atlanticizing, and losing its American nemesis. As a result, France uses a much more pragmatic, de-unionized, and pro-American strategy to implement foreign policy objectives than before. Offering a new and innovative explanation for a major change in French foreign policy and grand strategy, this book will be of great interest to scholars of NATO, European defense cooperation, and foreign policy.

This book builds upon our knowledge of the far-reaching economic, political and social effects of the Euro crisis on the European Union by providing a unique study of European identities. In particular, it considers the impact on the construction of European identities in political and media discourse in Germany, Ireland and Poland—three countries with profoundly different experiences of the crisis and never before compared in a single study. Offering an original insight into the dynamics of identity change at moments of upheaval, the author argues that political and media actors in the early stages of the crisis drew on long-standing identities in order to make sense of the crisis in the public sphere. European identity discourses are thus resilient to change but become central to legitimising and contesting bailouts and further economic integration. As such, the author challenges the commonly held view that identities change dramatically at times of crisis but argues that this very resilience helps to understand the EU’s current divisions. The study of identity during the Euro crisis sheds important light on the prospects for European solidarity as well as on the future of the single currency as an identity-building project. The book will be of particular interest to students and scholars in the fields of EU politics, comparative European politics, and identity politics.

The transition of communist Eastern Europe to capitalist democracy post-1989 and in the aftermath of the Yugoslav wars has focused much scholarly attention - in history, political science and literature - on the fostering of new identities across Eastern European countries in the absence of the old communist social and ideological frameworks. This book examines an important, but hitherto largely neglected, part of this story: the ways in which the West has defined its own identity and ideals via the demonization of communist regimes and Eastern European cultures as a totalitarian, barbarian and Orientalist "other". It describes how old Orientalist prejudices resurfaced during the Cold War period, and argues that the establishment of this discourse helped to justify transitions of Eastern European societies to market capitalism and liberal democracy, suppressing Eastern Europe’s communist histories and legacies, whilst perpetuating its dependence on the West as a source of its own sense of identity. It argues that this process of Orientalization was reinforced by the literary narratives of Eastern European and Russian anti-communist dissidents and exiles, including Vladimir Nabokov, Czeslaw Milosz and Milan Kundera, in their attempts to present themselves as native, Eastern European experts and also emancipate themselves – and their homelands – as civilized, enlightened and Westernized. It goes on to suggest that the greatest potential for recognizing and overcoming this self-Orientalization lies in post-communist literary and visual narratives, with their themes of disappointment in the social, economic, or political changes brought on by the transitions, challenge of the unequal discursive power in East-West dialogues where the East is positioned as a disciple or a mimic of the West, and the various guises of nostalgia for communism.
