This book investigates neoliberalism in education and explains how it is a complex phenomenon which takes on local characteristics in diverse geopolitical, economic and cultural settings, while retaining a core commitment in all its manifestations to market fundamentalism. Neoliberalism - that set of beliefs and practices which has become the economic orthodoxy of global preference since the 1980s - appears remarkably resilient despite the US financial crisis of 2008 and the subsequent implementation of austerity in the massively indebted nations of the European Union. This book addresses the phenomenon of neoliberalism in education and focuses on school and higher education settings in Ireland, the UK, Singapore and Hong Kong. Specifically, it addresses the role of language and semiosis in the reconfiguration of global educational practices along increasingly marketised lines. At the same time, the nature of the counter-hegemonic discourses also in circulation in these sectors is also considered. Collectively, the chapters in the book seek to shed light on the possibilities for resistance and the prospect of change from a variety of theoretical and (inter)cultural perspective. E explores, using textual (words) and visual (image) data from the corporate newsletters of two prominent Asian universities, how particular discourses and their associated discursive representations of neoliberal logic and subjectivity occur in higher education. In particular, she looks at the expression of both institutional priorities and state imperatives that lend themselves to a complementarity built upon two contradictory perspectives: individualism and communitarianism. She argues that the ever-increasing demand for, and utility of higher education in neoliberal society means that it no longer functions merely to provide knowledge and skills, but has implications for society, the individual and the state with regard to their ways of thinking, doing and being. Contributing to a growing corpus of literature on how higher education around the world is being shaped by neoliberal policies, E’s research is based on work done in the city-state of Singapore, a less-well represented context in current literature. While both higher education institutions possess significantly different institutional identities and backgrounds, the alignment of their varied representations of neoliberal logic and subjectivity with state-sanctioned imperatives that indirectly impose demands and constraints shows how neoliberalism as ideology adapts to the socio-political, socio-cultural and socio-economic dimensions that make up the Singapore context. The discursive representations of context-dependent neoliberal logics and subjectivity are discussed in terms of their ideological implications, focusing primarily on the complementarity between seemingly contradictory ideological positions. E’s work uses an innovative framework that integrates aspects of Discourse Theory with Critical Discourse Analysis and demonstrates the use of this framework through empirical linguistic and image analysis. Why did Albania enjoy some of the most successful anti-corruption programs and institutions along with what appeared to be growing levels of corruption during the period 1998-2005? Looking at corruption through a post-structuralist discourse analysis perspective this book argues that the dominant corruption discourse in Albania served primarily to institute the neoliberal order rather than eliminate corruption. It did so in four interrelated ways. First, blaming every Albanian failure on corruption avoided a critical engagement with the existing neoliberal developmental model. Second, the dominant articulation of corruption as abuse of public office for private gain consigned it to the public sector, transforming neoliberal policies of privatisation and expanding markets into anticorruption measures. Third, international anticorruption campaigns reproduced an asymmetric relationship of dependency between Albania and the international institutions that monitored it by articulating corruption as internal to the Albanian condition. Finally, against corruption international and local actors could articulate a neoliberal order that was free of internal contradictions and fully compatible with democratization. As a rare example of post-structuralist discourse analysis of corruption this book can be useful for future research on discourses of corruption in other countries of the region and beyond.

This is not yet another book on New Labour and neoliberalism - but the only book which uses policy case study evidence to show the rhetorical nature of the commitment New Labour appeared to have been making to education. Unlike other books on that era, this one aims to review New Labour's time in government through specific policy texts. This book reviews some of the major policy shifts in the education sector, analysing selected case study policies in order to articulate dominant discourses in recent policy-making which have helped establish a particular hegemony. The book’s originality lies in its policy analysis and case study base, whereby key policy texts across different sectors are dissected using the 'policy cycle' framework, allowing for an in depth analysis of the policy discourse as well as a discussion on how the neoliberal agenda was reflected and /or promoted. Education is often only perceived as limited to policies relating to schools and higher education. However the book seeks to demonstrate that education as a sector is a much broader field and therefore the areas covered include key policies in citizenship and youth work, widening participation in higher education, the place of inclusive education in the curriculum, the undergraduate medical curriculum, and the effect of the Cox review on creativity. In effect the broad selection of sectors demonstrates that New Labour's education policies were not only detrimental in traditional education settings, but also affected areas such as medicine and the media which are of importance to those who no longer are affected by what happens in institutions of learning and teaching. The book is consequently relevant for a much wider audience beyond the education community.
