Under the £141 million Community Care Grant scheme, vulnerable people can claim for money to pay for essential household items. Whilst Jobcentre Plus employees prioritise each request received, they cannot be sure that those who apply were in most need. Inequities in the budgets set for district offices mean that some high priority claims have been refused because of the limited funds available locally. In addition, the large volume of claims that are never likely to receive funding have to be assessed under the same process, thereby adding considerably to the administrative burden. Decisions are essentially based on what has been stated on the application form, which makes it difficult to identify if claims are overstated and there are no checks on how the money is spent. Introducing a centralised contract to supply items directly could improve the control over the scheme and achieve economies of scale of at least £14 million a year. Also, greater standardisation of the amount awarded for items could save up to £7.5 million a year. The Department does not wholly agree with these conclusions. In the Department's view it is in the nature of a discretionary scheme that there will be variations in the way in which judgments will be exercised and to operate more rigidly would fail to meet the needs of those it is designed to assist. The Department notes that it is required to operate the scheme within a legal framework and under tight constraints of turnaround time and resource availability

In 2008 the Social Fund had been in operation for 20 years. This has provided a timely opportunity to not only critically reflect upon its introduction in 1988 and its operation in the past two decades, but also to place it within its historical context. There is a particular need to engage with the argument that was made in the 1980s that relieving need by way of loan was new in social security policy. In this groundbreaking study, Chris Grover provides the reader with evidence that this is not the case by locating Social Fund loans in a lengthy history of debate about, and practice in, loaning poor relief and social security. Using primary data hitherto unused in social policy research, Grover shows that there is a long history embedded in British systems of poor relief of authorities having the power to loan applicants either cash that had to be repaid or providing food and items, the value of which then had to be repaid. Understanding this history will give a greater depth to our understanding of the state's purposes in relieving the financial needs of the poorest people as well as to our knowledge of contemporary social security policy.

The social security system of Great Britain has reached a crossroads, following the election of a Labour Government promising a 'New Age' of welfare and seemingly prepared to 'think the unthinkable' on welfare reform, at a time when public expenditure on welfare benefits has reached nearlyL100 billion per annum. In 1985 the Conservative's Green Paper on social security reform announced that the benefits system had 'lost its way'. Attempts were made to curb benefits expenditure and reduce welfare dependency, for example through better 'targeting' of needs, the reinforcement ofpersonal and family responsibility, and tighter administrative controls. The ten years from 1988 to 1998 saw the introduction of many new benefit schemes including income support, family credit, the social fund, disability living allowance, incapacity benefit, and jobseeker's allowance as well asthe increasing influence of European Law. Yet the system 'achieves too little' according to the new Government's Green Paper on welfare reform, which promises ' a new contract between the citizen and the Government, based on responsibilities and rights'. The precise form these responsibilities andrights will take remains unknown, although we already have schemes like the New Deal and proposals for stakeholder pensions. Meanwhile, social security law continues to impact upon the lives of millions of citizens.After ten years of major legislative change, and with the prospect of a new direction, this is a time to take stock and to analyse the social and legal impact of the past decade's legislation, case law, and policy, as well as considering possible reforms. The book's approach is to organise this taskthematically, particularly with regard to the social context to social security, through discrete chapters on, for example, gender and the family, disability, housing, old age, and unemployment. It is also opportune to examine the theoretical framework of state welfare and social security,particularly in the context of social rights.
