The U.S. has a long history of providing generous support for the agricultural sector. A recent omnibus package of farm legislation, the 2008 Farm Bill (P.L. 110-246) will provide in excess of $284 billion in financial support to U.S. agriculture over the 2008-2012 period. Commodity program payments account for $43.3 billion of this total. Our paper is concerned with the distribution of these benefits. Farm subsidies make agricultural production more profitable by increasing and stabilizing farm prices and incomes. If these benefits are expected to persist, farm land values should capture the subsidy benefits. We use a large sample of individual farm land values to investigate the extent of this capitalization of benefits. Our results confirm that subsidies have a very significant impact on farm land values and thus suggest that landowners are the real benefactors of farm programs. As land is exchanged, new owners will pay prices that reflect these benefits, leaving the benefits of farm programs in the hands of former owners that may be exiting production. Approximately 45% of U.S. farmland is operated by someone other than the owner. We report evidence that owners benefit not only from capital gains but also from lease rates which incorporate a significant portion of agricultural payments even if the farm legislation mandates that benefits must be allocated to producers. Finally, we examine rental agreements for farmers that rent land on both a cash and share basis. We find evidence that farm programs that are meant to stabilize farm prices provide a valuable insurance benefit.

This paper examines the equity effects of one of the largest per-recipient income transfer programs in the Unites States: the U.S. agricultural subsidy program. The paper demonstrates the complexity of the program's effect on equity and the unintended rent-seeking behavior induced by policies aimed at increasing the program's equity. Although agricultural subsidies accrue disproportionately to large farms, when measured as a proportion of total assets, small farms receive relatively higher subsidies. The paper demonstrates that the vast majority of agricultural subsidies stays with the recipient farmer and is not dissipated to input suppliers or landlords through higher input prices. Yet, the impact on farm household income is mixed; both the median income and the poverty rate are higher among subsidized farmers than the general population. The paper documents substantial rent seeking among farmers who might become constrained by legal limits on total subsidy receipts, indicating that efforts to increase program equity have been ineffective.

March 1995 Federal transfers to Russia's agro-industrial complex fell from 10 percent of GDP in 1992 to 3 percent of GDP in 1993, and were slated to be only 2 percent of GDP in 1994. But the basic framework for agricultural policy has not changed since the Soviet era and federal transfers have tended to impede rather than enhance market-oriented reform. Galbi analyzes the role of federal agricultural credits and subsidies in Russia since the Gaidar reforms of January 1992. Pressure on the budget has led to a significant reduction in federal transfers to the agro-industrial complex. Transfers fell from 10 percent of gross domestic product (GDP) in 1992 to 3 percent of GDP in 1993, and budget transfers for 1994 are only about 2 percent of GDP. But the nature of federal transfers to the agro-industrial complex has not changed significantly since 1992, and federal transfers have tended to impede market-oriented reform rather than enhance it. So reform in the agriculture sector has been driven largely by a budget squeeze on the implementation of policies that hinder the development of market-oriented agriculture. Galbi provides an overview of federal agro-industrial programs, describing four types of support in detail: * Credits and subsidies to promote private farms. * Credits associated with state procurement of agricultural products. * Subsidies for agricultural inputs. * General subsidies to agricultural producers. He shows the difficulty of using federal transfers to support agriculture when institutions are unstable, the government's administrative and regulatory capabilities are weak, and information needed for effective credit allocation is unavailable. He also shows the extent to which the framework for agricultural policy has not changed since the Soviet era. This paper -- a product of the Office of the Vice President, Development Economics -- is part of an ongoing research on Russian monetary and credit policy.
