By the nineteenth century the British had ruled India for over a hundred years, and had consolidated their power over the sub-continent. Until 1858, when Queen Victoria assumed sovereignty following the Indian Rebellion, the country was run by the East India Company - by this time a hybrid of state and commercial enterprises and eloquently and fiercely attacked as intrinsically immoral and dangerous by Edmund Burke in the late 1700s. Seeking to go beyond the statutes and ceremony, and show the reality of the interactions between rulers and ruled on a local level, this book looks at one of the most interesting phenomena of British India - the 'Eurasians'. The adventurers of the early years of Indian occupation arrived alone, and in taking 'native' mistresses and wives, created a race of administrators who were 'others' to both the native population and the British ruling class. These Anglo-Indian people existed in the zone between the colonizer and the colonized, and their history provides a wonderfully rich source for understanding Indian social history, race and colonial hegemony.

‘The City on Screen: Modern Strangers of Cinematic Istanbul’ attempts to analyze how Istanbul is captured through the projector; in other words, the ontological relationship between city and film and how it is elaborated within the context of Istanbul and the sense of strangerhood. This book shifts the axis of Istanbul, typically known as a touristic city, to its underlying details through the strangers in the modern city. Five different films set in this region are analyzed in the text that help to reveal and clarify the socio-urban life of modern Istanbul. The characters and stories in these films tell how Istanbul has socially and architecturally become a city of strangers. The films analyzed include ‘A Touch of Spice’ (2004), ‘Men on the Bridge’ (2009), ‘A Run for Money’ (1999), ‘Distant’ (2002), and ‘10 to 11’ (2009). The theoretical framework of this book is based on the works of Georg Simmel, Zygmunt Bauman and Richard Sennett. These three thinkers have all attempted to look for answers to the sociological question of strangerhood in urban living. This book accomplishes this connection by discussing the similarities and differences between each of their theories regarding the city, cinema and strangerhood.

While the need for a history of liberalism that goes beyond its conventional European limits is well recognized, the agrarian backwaters of the British Empire might seem an unlikely place to start. Yet specifically liberal preoccupations with property and freedom evolved as central to agrarian policy and politics in colonial Bengal. Liberalism in Empire explores the generative crisis in understanding property’s role in the constitution of a liberal polity, which intersected in Bengal with a new politics of peasant independence based on practices of commodity exchange. Thus the conditions for a new kind of vernacular liberalism were created. Andrew Sartori’s examination shows the workings of a section of liberal policy makers and agrarian leaders who insisted that norms governing agrarian social relations be premised on the property-constituting powers of labor, which opened a new conceptual space for appeals to both political economy and the normative significance of property. It is conventional to see liberalism as traveling through the space of empire with the extension of colonial institutions and intellectual networks. Sartori’s focus on the Lockeanism of agrarian discourses of property, however, allows readers to grasp how liberalism could serve as a normative framework for both a triumphant colonial capitalism and a critique of capitalism from the standpoint of peasant property.

This book examines aspects of the production of statistical knowledge as part of colonial governance in India using Foucault’s ideas of “governmentality.” The modern state is distinctive for its bureaucratic organization, official procedures, and accountability that in the colonial context of governing at a distance instituted a vast system of recordation bearing semblance to and yet differing markedly from the Victorian administrative state. The colonial rule of difference that shaped liberal governmentality introduced new categories of rule that were nested in the procedures and records and could be unraveled from the archive of colonial governance. Such an exercise is attempted here for certain key epistemic categories such as space, time, measurement, classification and causality that have enabled the constitution of modern knowledge and the social scientific discourses of “economy,” “society,” and “history.” The different chapters engage with how enumerative technologies of rule led to proliferating measurements and classifications as fields and objects came within the purview of modern governance rendering both statistical knowledge and also new ways of acting on objects and new discourses of governance and the nation. The postcolonial implications of colonial governmentality are examined with respect to both planning techniques for attainment of justice and the role of information in the constitution of neoliberal subjects.
