Excerpt from The Drink Trade and State Purchase Prohibition of the retail sale of all intoxicating drinks is the policy advocated by practically all active temperance organisations in all parts of the world. Undoubtedly it is the simplest and most effective remedy where it can be enacted and enforced. Experience has taught that, as it can only be effectively enforced when local opinion and the local authorities are in its favour, the most prudent and practicable policy is to. Dress for the enactment of the power of Local Veto, and to rely upon that until it has been very widely exercised. That is the policy of the Temperance party in this country, and in my judgment it is sound and wise. But prohibition, even by local vote, can only be a remedy for intemperance when Parliament has been induced to give the people the power to veto the sale of drink and when the people, in their respective localities, use the power thus. Conferred upon them. At present neither of these conditions. Obtains except in Scotland, where Parliament has taken the first step. When Parliament has conferred the power on the: people of England and Wales, as it undoubtedly will one of these days, there will be, under present conditions, a lengthy time notice, and when that has expired it will be a long time before the veto power will be used in the greater part of the most populous and important areas. Excerpt from The Control of the Drink Trade: A Contribution to National Efficiency 1915-1917 Drink Control is admittedly a problem of vital importance to our industrial future and to our national efficiency. But it is more than that. Throughout the world Drink Control is recognised as one of the most arduous questions which have hitherto baffled statesmanship. This has been notoriously so in Great Britain, where, up to 1914, despite great enthusiasm and sincerity of purpose on the part of reformers, aided by the support of able statesmen, progress was precarious and disappointing. These considerations lend particular interest to the experience gained in this country during the War, as the measures taken have been followed by a progressive decline of alcoholic excess so rapid that it appears difficult to account for it on any other hypothesis than that it is in large part the result of the regulations applied. The object of Mr. Carter's book is to set forth in detail what these regulations have been; what the immediate purpose of each was; under what conditions they have been put in force; and what results have accrued. It is clearly desirable to discuss the matter in some detail, as although the particular administration which has created and hitherto applied the regulations in force comes to an end within a year following the declaration of peace, Parliament will have to take cognisance of the methods of administration employed, and will surely find advantage in the experience gained. Disinterested students of the problem will agree that the return to pre-war conditions of Licensing and Drink Control cannot be contemplated with equanimity. It would certainly mean an increase of drunkenness, involving the sacrifice of many lives, the ruin of many homes, and a reversion to conditions conducive to crime and ill-health. Excerpt from Drink in 1914-1922: A Lesson in Control The war affected the production and consumption of alcoholic liquors in every country by the withdrawal of materials for manufacture in order to make good the deficiency of food, by interference with transport, and by increase of prices. These changes caused a general, though unequal, diminution of production and consumption. The civilian population was further affected in belligerent countries by the withdrawal of varying quantities from ordinary consumption for the use of the armies. But in addition to these general effects of the war, specific measures of interference were enacted by Govern ment in certain countries. In France the manufacture and sale of absinthe were prohibited, and Spirits in general were excluded from the war zone, with an exception in favour of home-distillation from fruits; in Russia the manufacture of vodka, which was a Government monopoly, was stopped in Sweden the serving of spirits for consumption on the premises was allowed only with meals above a certain price, and the sale for off consumption was rationed; in Great Britain a system Of control was instituted which placed the trade in all its branches on a wholly different legal footing, changed its practice in many important respects, and intro duced far-reaching experiments. In this procedure Great Britain stood quite alone. Prohibition, adopted in Norway in 1916, was rather the culmination Of a long-standing cam paign than a war measure and the same may be said of its adoption during the war in the Canadian provinces and N ew foundland. The war no doubt stimulated a movement already in progress, as it did in the United States, where national prohibition came into force in 1919 but the action in Great Britain was quite new and totally different. By cutting Off our expenditure for drink we could have taken care of that first great Liberty Loan and could have bought a fleet with the change. If the drink expenditure for 1917 had been wiped out, every family in the United States could have purchased $100 of the Loan. Possibly the drink expenditure would not have been invested in the war loan. But certainly one of three things would have been done with it. It would I) have been spent for Liberty Bonds; (2) would have been spent in the promotion of legitimate industry; (3) would have been spent for legitimate commodities.
