Popular perception holds that presidents act "first and alone," resorting to unilateral orders to promote an agenda and head off unfavorable legislation. Little research, however, has considered the diverse circumstances in which such orders are issued. The Dual Executive reinterprets how and when presidents use unilateral power by illuminating the dual roles of the president. Drawing from an original data set of over 5,000 executive orders and proclamations (the two most frequently used unilateral orders) from the Franklin D. Roosevelt to the George W. Bush administrations (1933–2009), this book situates unilateral orders within the broad scope of executive–legislative relations. Michelle Belco and Brandon Rottinghaus shed light on the shared nature of unilateral power by recasting the executive as both an aggressive "commander" and a cooperative "administrator" who uses unilateral power not only to circumvent Congress, but also to support and facilitate its operations.

During the last three decades, there has been a growing interest in systems that combine elements of parliamentarism and presidentialism. Despite the fact that much attention has been directed towards the semi-presidential form of government in particular, it is evident that many aspects of regime forms remain unexplored. This book systematically categorises democratic political regimes with a separate head of state and government (including regimes with a monarch and prime minister, and president and PM) globally and over a long historical period 1850–2019. It analyses how regimes with a dual executive emerge and what trajectories they follow. It also explores the stability of these regimes across time and space. An important feature of this endeavour is to address actual powers of the head of state rather than constitutional provisions.

In Two Presidents Are Better Than One, David Orentlicher shows how the “imperial presidency” and partisan conflict are largely the result of a deeper problem—the Constitution’s placement of a single president atop the executive branch. Accordingly, writes Orentlicher, we can fix our broken political system by replacing the one person, one-party presidency with a two-person, two-party executive branch. Orentlicher contends that our founding fathers did not anticipate the extent to which their checks and balances would fail to contain executive power and partisan discord. As the stakes in presidential elections have grown ever higher since the New Deal, battles to capture the White House have greatly exacerbated partisan differences. Had the framers been able to predict the future, Orentlicher argues, they would have been far less enamored with the idea of a single leader at the head of the executive branch and far more receptive to the alternative proposals for a plural executive that they rejected. Analyzing the histories of other countries with a plural executive branch and past examples of bipartisan cooperation within Congress, Orentlicher shows us why and how to implement a two-person, two-party presidency. Ultimately, Two Presidents Are Better Than One demonstrates why we need constitutional reform to rebalance power between the executive and legislative branches and contain partisan conflict in Washington. David Orentlicher is Samuel R. Rosen Professor at Indiana University Robert H. McKinney School of Law. A scholar of constitutional law and a former state representative, David also has taught at Princeton University and the University of Chicago Law School. He earned degrees in law and medicine at Harvard and specializes as well in health care law and ethics.

This is the first academic study of the impact of semi-presidentialism in emerging democracies outside of Europe. Semi-presidentialism is where there is both a directly-elected fixed-term president and a prime minister who is responsible to the legislature. For the most part, semi-presidentialism is seen as being a risky choice for new democracies because it can create potentially destabilizing competition between the president and prime minister. And yet, there are now more than fifty semi-presidential countries in the world. Moreover, many of these countries are in Africa, the former Soviet Union and Asia, often in places where democracy has yet to establish a firm foundation. This study begins with a chapter that discusses the advantages and disadvantages of semi-presidentialism and provides the theoretical framework for a wide-ranging series of country chapters presented in the second part of the book. Written by country/area specialists, the case studies highlight the political processes at work in young semi-presidential democracies.
