This book tests a new approach to understanding ethnic mobilization and considers the interplay of global forces, national-level variation in inequality and repression, and political mobilization of ethnicity. It advances the claim that economic and political integration among the world's states increases the influence of ethnic identity in political movements. Drawing on a 100-country dataset analyzing ethnic events and rebellions from 1965 to 1998, Olzak shows that to the degree in which a country participates in international social movement organizations, ethnic identities in that country become more salient. International organizations spread principles of human rights, anti-discrimination, sovereignty, and self-determination. At the local level, poverty and restrictions on political rights then channel group demands into ethnic mobilization. This study will be of great importance to scholars and policy makers seeking new and powerful explanations for understanding why some conflicts turn violent while others do not.

The book is a very detailed work on the relationship between movements for autonomy by indigenous peoples (the so-called ‘tribes’) and violence in Assam, in northeast India. The book addresses some of the reasons for the failure of ethnic conflict management and for the frequent emergence of violence in the region. In particular, the historical description of movements by the Dimasas, Misings and Bodos is well compiled and provides a good summary for the readers. At the same time, the work offers a good understanding of ethnic violence in contemporary India. The volume offers some new research data based on comparative analysis of different trajectories followed by three important movements among Assam’s ethnic minorities. Fleeing the social and political turmoil spawned by the Mexican Revolution, massive numbers of Mexican immigrants entered the southwestern United States in the early decades of the twentieth century. This title was first published in 2000: An investigation of how the claims of minority groups for greater political power through 'autonomy' and 'secession' clash with the concerns of the nation-State, and how States’ refusals to respond positively to such claims contribute to the escalation of ethnic conflicts in contemporary multi-ethnic polities. In addition, this book examines the extent to which the international community is prepared to accommodate the concerns of minority groups beyond traditionally identified 'minority rights'. The validity of claims for autonomy with shared-sovereignty, autonomy as an inherent part of self-determination, autonomy as a solution to current ethnic conflicts, secessionist and irredentist movements and their impact on peace and security are analyzed in detail. Most importantly, whether minorities as such can secede from the State in which they live by virtue of self-determination is critically analyzed. The discussion of 'peoples' in the context of self-determination is the first detailed research on this subject to appear in international and human rights literature.
