This book examines the development of bilateral energy relations between China and the two oil-rich countries, Kazakhstan and Russia. Challenging conventional assumptions about energy politics and China’s global quest for oil, this book examines the interplay of politics and sociocultural contexts. It shows how energy resources become ideas and how these ideas are mobilized in the realm of international relations. China’s relations with Kazakhstan and Russia are simultaneously enabled and constrained by the discursive politics of oil. It is argued that to build collaborative and constructive energy relations with China, its partners in Kazakhstan, Russia, and elsewhere must consider not only the material realities of China’s energy industry and the institutional settings of China’s energy policy but also the multiple symbolic meanings that energy resources and, particularly, oil acquire in China. China’s Energy Security and Relations with Petrostates offers a nuanced understanding of China’s bilateral energy relations with Kazakhstan and Russia, raising essential questions about the social logic of international energy politics. It will appeal to students and scholars of international relations, energy security, Chinese and post-Soviet studies, along with researchers working in the fields of energy policy and environmental sustainability.

A secure supply of energy is essential for all nations, to sustain their economy, and indeed their very survival. This subject is especially important in the case of China, as China’s booming economy and consequent demand for energy is affecting the whole world, and in turn potentially driving realignments in international relations. Moreover, as this book argues, energy security should be considered more broadly, to include issues of sustainability, environmental protection and the domestic organisation of energy policy and energy supply. This book presents a comprehensive picture of China’s energy security. It covers all energy sectors – coal, oil, gas, renewables; international relations with all major sources of energy supply – the Middle East, Central Asia, Africa; and key areas of domestic policy making and supply.

This book evaluates China’s energy diplomacy across the globe and how it transcends the barriers to maintain both its security and its Chinese characteristics. How China graduated from 'self-sufficiency' to 'Go out' policy. How will China’s energy security evolve within the ambit of Chinas new normal? For China, its energy security has been of primary importance, both domestically and internationally. This book explores the foreign dimension. The energy security in the Mao era was a necessity, a policy in the Deng era and a strategy in the period henceforth. The book identifies the evolution of China from a manufacturer to an investor, that is, its outbound direct investments in the energy field and the shift in its focus from traditional fuels to renewable energy sources. It goes beyond the traditional choices of energy like West Asia and Africa and explore the lesser suppliers who could have a stronger say in the future to come.

This book aims to analyze how and why China takes a state-managed marketization approach (SMMA) to energy security against the backdrop of global efforts of decarbonization and intensified strategic competition between China and the United States. How, and why, does China's SMMA work? Taking an evolving, historical perspective, this book explores China’s perception of energy security, the policy process, institutional restructuring in China's petroleum industry, China's foreign energy quest, and the ramifications of the Chinese approach on the international energy market and on world decarbonization. To demonstrate to what extent China’s SMMA differs from other countries, it also makes a comparative analyses of the approaches by China, the US and India. This book will keenly interest scholars of the Chinese political economy, climate change, and geopolitics.

The decisions we make about energy shape our present and our future. From geopolitical tension to environmental degradation and an increasingly unstable climate, these choices infiltrate the very air we breathe. Energy security politics has direct impact on the continued survival of human life as we know it, and the earth cannot survive if we continue consuming fossil energy at current rates. The low carbon transition is simply not happening fast enough, and change is unlikely without a radical change in how we approach energy security. But thinking on energy security has failed to keep up with these changing realities. Energy security is primarily considered to be about the availability of reliable and affordable energy supplies - having enough energy - and it remains closely linked to national security. The Energy Security Paradox looks at contemporary energy security politics in the United States and China: the top two energy consumers and producers. Based on in-depth empirical analysis, it demonstrates that current energy security practices actually lead to a security paradox: they produce insecurity. To illustrate this, it develops the 'energy security paradox' as a framework for understanding the interconnected insecurities produced by current practices. However, it also goes beyond this, examining resistance to current practices to highlight that we not only can do energy security differently: this is already happening. In the process, the volume demonstrates that the value of security depends on the context. Based on this, The Energy Security Paradox proposes a radical reconsideration of how we approach and practice energy security.
