A picture of a relentless drive for industrialization at the expense of living standards is presented in this authoritative comparison of the economic development of China in the Communist and pre-Communist periods. The authors have made a quantitative analysis of the economy of the Chinese mainland from 1952 to 1959 and related it to accounts for 1933. Their interpretation differs dramatically from official Communist statements; and their findings cast serious doubt on Communist claims for annual increases in national income. For 1958, for instance, the official figure for the rate of increase was 34 per cent, but the true rate was probably nearer to 14 per cent. Originally published in 1965. An alternative view of basic construction and investment in working capital: Some Communist investment series can be given a different interpretation from those adopted previously. One possible reinterpretation involves the definition of investment in basic construction. This term as defined in the text includes ancillary expenses and new fixed assets. A possible redefinition includes these two elements plus changes in unfinished construction. A second reinterpretation involves a new estimate of investment in working capital. The estimate in the text is derived from Communist estimates of accumulation and basic construction. Somewhat different results can be obtained by use of the percentage of accumulation accounted for by working capital investment, as given in Communist sources. These two interpretations and their effects on the estimates of total investment and investment in working and fixed capital are discussed. The orginal interpretation and the underlying assumptions are explained first, and then the alternative estimate is derived and compared with the original estimate given in the text. (Author).

Although China's economy has grown very rapidly in recent decades, there are still very large differences between the economy of mainland China and the economies of Hong Kong, Macau and Taiwan. For example, per capita income in Hong Kong is many, many times higher than per capita income in mainland China. This book considers the degree to which economic convergence between mainland China, Hong Kong, Macau and Taiwan has occurred, and the prospects for increased convergence in the future. It considers economic integration between China and its two Special Administrative Regions (SARS), emphasising the large volume of capital flows and exports, especially from Hong Kong into China, and showing that the economies are highly integrated, despites their differences. It examines income convergence, and changes in productivity, using the same measures for both China and the two SARS, unlike most existing studies. It explores how economic reforms have been crucial to increasing convergence so far, and will continue to be in the future, and concludes by discussing the implications for policy of encouraging increased convergence.
