Improvement of energy efficiency is one of the important options for reducing greenhouse gas emissions. According to the Third Assessment Report of the Intergovernmental Panel on Climate Change, hundreds of technologies for improving the end-use energy efficiency make up more than half of the global potential for greenhouse gas emission reduction in the short and medium term (2010 -2020). (IPCC, 2001; see also WEA, 2000). An important next question is how these options can actually be deployed. More specifically, one may ask what role governments can play by using policy instruments to promote the deployment of energy efficient technologies. In this introductory Chapter, we will first set out the aim of the research described in this book. Then we will discuss the various policy instruments that may playa role in energy-efficiency improvement. Next the various aspects important for characterising policy instruments will be discussed and the various disciplinary approaches are listed. Finally, the outline of the complete book will be given.

Global warming resulting from the use of fossil fuels is threatening the environment and energy efficiency is one of the most important ways to reduce this threat. Industry, transport and buildings are all high energy-using sectors in the world and even in the most technologically optimistic perspectives energy use is projected to increase in the next 50 years. How and when energy is used determines society's ability to create long-term sustainable energy systems. This is why this book, focusing on energy efficiency in these sectors and from different perspectives, is sharp and also important for keeping a well-founded discussion on the subject.

Since the early 1990s, voluntary programs have played an increasingly prominent role in environmental management in the U.S. and other industrialized countries. Programs have attempted to address problems ranging from climate change and energy efficiency, to more localized air and water pollution problems. But do they work? Despite a growing theoretical literature, there is limited empirical evidence on their success or the situations most conducive to the approaches. Even less is known about their cost-effectiveness. Getting credible answers is important. Research to date has been largely limited to individual programs. This innovative book seeks to clarify what is known by looking at a range of program types, including different approaches adopted in different nations. The focus is on assessing actual performance via seven case studies, including the U.S. Climate Wise program, the U.S. EPA's 33/50 program on toxic chemicals, the U.K. Climate Change Agreements, and the Keidanren Voluntary Action Plan in Japan. The central goals of Reality Check are understanding outcomes and, more specifically, the relationship between outcomes and design. By including in-depth analyses by experts from the U.S., Europe, and Japan, the book advances scholarship and provides practical information for the future design of voluntary programs to stakeholders and policymakers on all sides of the Atlantic and Pacific.
