Excerpt from Eighteenth Annual Report of the Trustees of the Public Library: 1870 The annual supervision of the institution by a number 0 gentlemen, entirely independent in method of examination and in their expression of Opinion, must always have great weight in informing the City Government of the manner in which this large trust is executed by its managers. The report Of. The Superintendent (appendix B.) contains the statements required by the Ordinance, and also the tables necessary to give a proper understanding Of the manifold details inseparable from the daily service of' a well-governed library. In the last report of this Board, it was stated in reference to' the new system Of shelf examination, inaugurated upon the plan and under - the direction of the Superintendent, for the purpose of keeping the Library doors Open throughout the year, that there seemed little doubt that a second trial would confirm the favorable conclusions Of the first. This expectation has been fully realized. SO far as is apparent, the shelf inquisitions are quite as searching, and the books missing as carefully followed, the losses as clearly made out, as when the Library was closed a month for the purpose of ascertaining the same facts. Pro vided no unforeseen Obstacles arise, the arrangement may be considered as fully adopted for the future; and one may reason ably expect that the Public Library will hereafter be Open-more days in the year than any kindred organization known to the Board. Excerpt from Eighteenth Annual Report of the Trustees of the State Lunatic Hospital at Worcester: December, 1850 To His Excellency the Governor and the Honorable Council: The Trustees of the State Lunatic Hospital respectfully submit their Eighteenth Annual Report. From the accompanying report of the Superintendent, it appears that there were 429 patients in the Hospital at the commencement of the past year; that 241 patients were admitted and 229 discharged; that 670 persons thus became patients during the course of the year, and that 441 remained such at its close. The largest monthly average is shown to be 454, (in August, ) and the average for the year, 440. The number of admissions is not so large as during each of the two preceding years. The number of discharges is smaller. The number and also the proportion of deaths is larger than in any preceding year. The proportion of recoveries slightly exceeds the average of the entire term of seventeen years during which the Hospital has been in operation. Of the number of patients at the close of the year, 181 are state paupers and 169 are foreigners. The statement of this fact discloses a recent and rapid change in the character of the institution, which should be duly regarded by the Legislature. As the institution advances in age, there is also, of necessity, a gradual accumulation of incurable cases, in which discharges cannot properly be granted. From the operation of these two causes, it is plain that, unless provision be made elsewhere, this Hospital, in a very few years, must be appropriated to the accommodation of the incurable and of state paupers, to the exclusion of almost all other patients. As has been stated in former reports, the Hospital, with its successive enlargements, is fitted to accommodate not more than 375 patients.
