Mankind faces one of the turning points in history - the end of Pax Americana and the beginning of a new era of world development - the era of united Eurasia. The new turning point and global power shift occurred as a result of clashing between two fundamental historical trends and geopolitical processes. The first trend has been implementation of the new world order paradigm. It implies establishing ¿liberal¿ system of global governance and, thus, gaining control over international development. The second trend has been re-launching the Eurasian integration process after the collapse of the Soviet Union. Each of these trends projects an opposed scenario for the future of mankind, namely, the expansion of global chaos that eventually might bring about ¿clash of civilizations¿ or, alternatively, creation of balanced, equitable and peaceful world order. The new world order paradigm has wide theoretical and conceptual spectrum. It originated yet in Ancient Egypt. Since then it comprised certain system of beliefs, knowledge and policy doctrines advocating the idea of ¿novus ordo seclorum¿. This idea has been officially interpreted as being ¿a new order of the ages¿ or a new American era. Yet its ethos appeared as gaining world hegemony. In the late 18th century the U.S. Founders added that idea as a cornerstone to U.S. development. In pursuit of Pax Americana, the paradigm was incorporated into U.S. foreign policy strategy. Thus the ¿grand strategy¿ has been established as being a tool to constructing the new world order. The interconnection between the ¿grand strategy¿ and the new world order paradigm is a prerequisite to understanding common factors within world political and historical process both in the past and at present.

Throughout Eurasia, Simons shows, civil society is anemic, market reforms have been discredited, and political development has been stunted. Authoritarian and semiauthoritarian regimes are firmly in place from Belarus to Central Asia; in Ukraine, Moldova, and even Russia, some democratic forms have taken hold; but everywhere, politics features struggle among elites over access to economic resources, albeit often defined in terms of "sovereignty." Almost everywhere, states are consolidating: as resurgent Russia presses on its neighbors, they can now press back, alone or with help from the outside world. Simons believes that the post-Soviet space needs stable development of state institutions within which new civil societies can take root and grow. Potentially strong state institutions are, in his view, Soviet Communism's "secret gift" to Eurasia, and they may well enable the region to become in time an arc of promise, an anchor of relative stability in a troubled part of the world. For that to happen, Simons argues, the nationalism that gives content to these new state structures must be the right kind: civic and inclusionary rather than ethno-religious and exclusionary. Because Russia is so diverse and its nationalism so state-oriented, Simons also sees it as more likely to develop that kind of civic nationalism than some of its new neighbors. The United States has a limited but real role to play in helping or hindering its emergence everywhere in Eurasia. If it wishes to help, though, the U.S. must realize that in this part of the world the path to democracy leads through state development. The U.S. will continue to advocate for its core values, but it can best act as a City on the Hill for Eurasia if its policy centers on the emerging new states of today, for they must be the incubators of tomorrow's civil societies.

Disorder erupted in Ukraine in 2014, involving the overthrow of a sitting government, the Russian annexation of the Crimean peninsula, and a violent insurrection, supported by Moscow, in the east of the country. This Adelphi book argues that the crisis has yielded a ruinous outcome, in which all the parties are worse off and international security has deteriorated. This negative-sum scenario resulted from years of zero-sum behaviour on the part of Russia and the West in post-Soviet Eurasia, which the authors rigorously analyse. The rivalry was manageable in the early period after the Cold War, only to become entrenched and bitter a decade later. The upshot has been systematic losses for Russia, the West and the countries caught in between. All the governments involved must recognise that long-standing policies aimed at achieving one-sided advantage have reached a dead end, Charap and Colton argue, and commit to finding mutually acceptable alternatives through patient negotiation.
