This book, based on British and American archival sources, examines the extent to which Harry Truman was a victim of a political system which allowed minority racial and religious groups to dictate not only United States foreign policy, but what policy an ally should follow in defiance of its own interests. Against the background of the emergence of the Cold War and the birth of the state of Israel, it shows the attempt made by Ernest Bevin to keep the explosive Palestine situation separate from the deepening needs of the Anglo-American special relationship, at the same time laying foundations for Western security. Dr Ovendale argues that in the end it was the Palestinian Arabs, not the Anglo-American special relationship, that were sacrificed, and discusses the first Arab-Israeli war in the context of great power diplomacy and American domestic policies. Following the dissolution of the Ottoman Empire at the end of the First World War, the League of Nations entrusted the mandated territory of Palestine to the United Kingdom at the San Remo Conference of 1920. For twenty-eight years, responsibility for the Palestinian people and their land would fall subject to British control. However, this penetration of western control would bring a de-stabilizing effect upon the land and a multitude of factors later intertwined to cause dissipation of the mandate. The decision to withdraw from Palestine was officially reached on the November 29th, 1947 by a two-thirds majority vote at the United Nations General Assembly. However, despite discussions for this retreat taking place months prior, its execution would by no means form a simple process. Rather, the repercussions of this decision led not only to the Arab-Israeli War in 1948, but also dramatically altered the demographic landscape of Palestine itself. The ambition of this essay will not be to identify a single ‘supreme’ factor which influenced the British to relinquish control of the mandate. Nor will it attempt to cover every element that contributed towards the decision for partition, as to do so would both dilute and complicate the study of the essay. However, it will propose to examine several integral factors of both short- and long-term positions in order to develop a clearer understanding of what lead to Britain’s decision to withdraw from Palestine on May 14th 1948 and the repercussions cast behind the creation of Israel.

After the First World War the British in Palestine were handed an ambiguous brief: to encourage the formation of a "national home" for the Jews and to protect the "civil and religious rights" of the local Arabs. Colonial officials tried vainly to create a pluralist, "composite state" from communities divided by politics, religion, language, culture--even economic and social structure. They attempted to legislate for the benefit of Arabs and Jews alike, but saw many of their laws on immigration and land evaded by both, often in collusion. Trying at first to settle political conflict by persuasion and conciliation, in the end they turned disastrously to force. This study is the first to reconstruct in detail the workings of the troubled Mandate administration, and the influence of its chief personalities. At the end, with the land records preserved and military equipment consigned to the sea, a leading official complained bitterly that all constructive efforts in Palestine had been like "ploughing sand."
