The aim of this book is to demonstrate how environmental factors have caused an evolution in the landscape of national security since the end of the Cold War. Through relevant case studies, the scope of the problem on the national security landscape due to environmental stressors is illuminated, examined, and synthesized with climate-related data. Human variables such as governance, GDP, and vulnerability are taken into account, and are compared against environmental factors to more accurately determine the causative agents of regional conflicts which threaten national security. These case studies comprise the majority of the text, and they show how individual conflicts are uniquely influenced by environmental stress with variations from situation to situation. This book will be of interest to government and military professionals, and may serve as a resource for college courses in the areas of military geography, international affairs, and sustainability studies.

The decline of the East-West conflict has opened up the arena for increased attention to other lines of conflict, in Europe and at the global level. Environmental disruption, not a new phenomenon by any means, is a chief beneficiary of the shift in priorities in the public debate. The Scientific and Environmental Affairs Divi sion of NATO has moved with the times and has defined environmental security as one of its priority areas for cooperation with Central and Eastern Europe and countries of the former Soviet Union. This book is the main output of an Advanced Research Workshop (ARW), held in Bolkesjl/l, Norway, 12-16 June 1996. I would like to acknowledge the personal support of L. Veiga da Cunha, Director of the Priority Area on Environmental Security. Research on these issues is now very much a collaborative effort across former lines of division in Europe. NATO encourages, indeed requires, that this be reflected in the composition of the participants, as well as the organizing committee. Is global climate change likely to become a significant source of violent conflict, and should it therefore be seen as a national security challenge? Most Northern governments, militaries, think tanks and NGOs believe so, as do many academic researchers, on the grounds that increased temperatures, changing precipitation patterns and rising sea levels will worsen existing social stresses, especially within poor societies and marginal communities across Africa and Asia. This book argues otherwise. The first collection of its kind, it brings together leading scholars of Anthropology, Geography, Development Studies and International Relations to provide a series of critical analyses of mainstream thinking on the climate-security nexus. It shows how policy discourse on climate conflict consistently misrepresents the causes of violence, especially by obscuring its core political dimensions. It demonstrates that quantitative research provides a flawed basis for understanding climate-conflict linkages. It argues that climate security discourse is in hoc with a range of questionable military, authoritarian and developmental agendas. And it reveals that the greening of global capitalism is already having violent consequences across the global South. Climate change, the book argues, does indeed have serious conflict and security implications – but these are quite different from how they are usually imagined. The Earth's human population is expected to pass eight billion by the year 2025, while rapid growth in the global economy will spur ever increasing demands for natural resources. The world will consequently face growing scarcities of such vital renewable resources as cropland, fresh water, and forests. Thomas Homer-Dixon argues in this sobering book that these environmental scarcities will have profound social consequences--contributing to insurrections, ethnic clashes, urban unrest, and other forms of civil violence, especially in the developing world. Homer-Dixon synthesizes work from a wide range of international research projects to develop a detailed model of the sources of environmental scarcity. He refers to water shortages in China, population growth in sub-Saharan Africa, and land distribution in Mexico, for example, to show that scarcities stem from the degradation and depletion of renewable resources, the increased demand for these resources, and/or their unequal distribution. He shows that these scarcities can lead to deepened poverty, large-scale migrations, sharpened social cleavages, and weakened institutions. And he describes the kinds of violence that can result from these social effects, arguing that conflicts in Chiapas, Mexico and ongoing turmoil in many African and Asian countries, for instance, are already partly a consequence of scarcity. Homer-Dixon is careful to point out that the effects of environmental scarcity are indirect and act in combination with other social, political, and economic stresses. He also acknowledges that human ingenuity can reduce the likelihood of conflict, particularly in countries with efficient markets, capable states, and an educated populace. But he argues that the violent consequences of scarcity should not be underestimated--especially when about half the world's population depends directly on local renewables for their day-to-day well-being. In the next decades, he writes, growing scarcities will affect billions of people with unprecedented severity and at an unparalleled scale and pace. Clearly written and forcefully argued, this book will become the standard work on the complex relationship between environmental scarcities and human violence.

The tension between trade liberalisation and environmental protection has received remarkable attention since the establishment of the WTO. It has been the subject of a wide-ranging debate, and is one of the central themes of the anti-globalisation movement. This book explores that debate. It argues that by focusing on the WTO, the debate has failed to recognise the institutional and discursive complexity in which the trade-environment conflict is embedded. A legal investigation of this nexus requires a framework of inquiry, in which this complexity can be elucidated - a model of global legal pluralism. The first theoretical part of the book (Chapters One and Two) responds to this challenge by developing a pluralistic model, which recognises the trade and environment conflict as the product of multiple dilemmas, constituted and negotiated by a myriad of institutional and discursive networks. As such, this conflict cannot be understood or addressed through one-dimensional models. Viewing the trade-environment conflict through a pluralistic perspective yields important practical insights. It means that this conflict cannot be resolved by uniform economic or legal formulae. Dealing with this conflict requires, rather, polycentric and contextual strategy. The empirical part of the book (Chapters Three to Seven) explicates this thesis by examining several global legal domains, ranging from the WTO to 'private' transnational regimes such as transnational litigation, international construction law and international financial law. This part demonstrates how the different discursive and institutional structures of these domains have influenced the contours of the trade-environment conflict, and considers the policy implications of this diversity from a pro-environmental perspective.
