The EU has become an important international actor. Its internal policies often have repercussions far beyond its borders. Since 1992, the European Union has put liberalisation at the core of its energy policy agenda. This aspiration was very much in line with an international political economy driven by the neo-liberal (Washington) consensus. The central challenge for the EU is that the energy world has changed, while the EU has not. The rise of Asian energy consumers (China and India), more assertive energy producers (Russia), and the threat of climate change have securitized the IPE of energy, and turned it more 'realist'. The main research question is therefore: 'What does a liberal actor do in a realist world?' The overall answer as far as the EU is concerned is that it approaches energy challenges as a problem of market failure: imperfect competition on the supply side; inadequate supply of public goods on the demand side and in terms of infrastructure; and large externalities that arise both from non-energy events and from large-scale consumption of fossil fuels. A Liberal Actor in a Realist World assesses the changing nature of the global political economy of energy and the European Union's response, and the external dimension of the regulatory state. The book concludes that the EU's soft power has a hard edge, which is derived primarily from its regulatory power. This works best when it targets companies rather than governments, and it is more effective in the 'Near Abroad' than at the global level. This makes the EU emerge an actor in its own right in the global political economy of energy - a 'Regulatory Power Europe'.

Although the institutional structure of the EU is much different and undoubtedly improved from the one of the European Economic Community (EEC) the study of the initiating process, namely the EEC, is essential in order to understand what the basis of the recent EU is. Hence, the research for the initiating process of the EEC and sequentially the international context in which the EEC was formed are of great importance not only for the academic scholars but mostly for the European citizens. The concern of this study is the formation of the EEC under the International Political Economy theory (IPE), which emerged mainly after the Second World War and expanded in the decade of 70s. The cooperation of the leader European states in the formation of this institutional structure and its main task of European cooperation and adoption of common policies in order to achieve the demanded goal of economic development and prosperity is mainly based on the International Political Economy theory, since the last addresses the interaction of international relation and political economy. The first part of this study is devoted to the analysis of the International Political Economy and forms the theoretical framework of the study. Moreover, it presents the variety of the IPE and stresses its main aspects. Following, there is an introduction of the formation of the EEC and a short analysis of the political economies of the member states, which is helpful in order to have an overview of the different economies and the possible implications for the formation of the EEC. Finally, the conclusion consists of the outputs of the theoretical framework combined with the analysis of the economic situation of the different countries and attempts to present the causal relation between IPE and the formation of EEC.

The financial crisis – originated in 2008 in the United States – had a dramatic impact on the world economy. The European Union was immediately involved, but its reaction to the crisis was clearly inadequate. The misgovernment of the European economy not only put at risk the European Monetary Union, but it also caused further hindrances to the recovery of the global economy. The global financial turmoil shook deep-rooted beliefs. The doctrine of international neo-liberalism is more and more criticized. Nevertheless, the critics of neo-liberalism focus their attention on the relationship between the state and the market, as if the nation states, with their international organisations, have enough power for an effective global governance of the world economy. The model of European supranational integration, though seriously imperfect, can suggest some new way out from the crisis – even at the world level – based on a new relationship between the supranational government of the Union and the market. Using a two-level game analytical framework that is both intra-EU and global in scope, Damro and Guay investigate a wide variety of domestic and foreign public and private actors that interact in crucial ways to determine the development and implementation of EU competition policy. They address this broad question: In what ways do changing external and internal factors affect the evolution of the EU's competition policy and the role that the Commission plays in it?
