Europe faces an increasingly unstable and dangerous neighbourhood. The continuing war in Syria, a humanitarian crisis in the region and the weakening of state structures have created a combustible environment, which has contributed to the refugee and migration crisis and the rise of the so-called Islamic State of Iraq and the Levant (ISIL). Meanwhile, the conflict in eastern Ukraine appears to have become frozen, and relations with Russia are dominated by sanctions. In such a moment of uncertainty and upheaval, the discipline of developing a new strategy is welcome. First and foremost, a new EU foreign and security strategy must be underpinned by the recognition that the driving force in foreign policy is the Member States: it must provide the overarching framework for how Member States can act more collectively, and offer them the political framework to act within and through the EU. A new strategy for the EU must undertake a forthright process of prioritisation, agreed by the Member States. It should set out where the EU should act, and take into account what means it has at its disposal. It must be driven by a sober assessment of the risks facing the Union, its security interests therein and a clear-sighted analysis of the resources the Union can bring to bear.

"This compilation brings together a number of the best papers that were presented at the interdisciplinary doctoral colloquium 'The European Union as a Global Actor' that took place on 8 May 2015. The colloquium was organized by the Leuven Centre for Global Governance Studies at KU Leuven, in co-operation with the Centre for EU Studies at Ghent University, the Antwerp Centre for Institutions and Multilevel Governance (ACIM) at Antwerp University, the Faculty of Law of KU Leuven and the Leuven Institute for International and European Studies (LINES) at KU Leuven, and with the support of the Flemish Government and the European Society of International Law. The colloquium--the programme of which is included as an appendix to this volume--came at a propitious moment. Establishing the European Union (EU) as a more visible, more effective and stronger global actor was one the key objectives of the Treaty of Lisbon, which had been in force for more than five years in the spring of 2015. The EU had taken initiatives in many different areas of international law and relations, making the area of EU external action increasingly the subject of research in law and political science. Indeed, the study of the EU's place in the world, and the way in which the Union seeks to influence international developments, is a topic of interest for a rapidly increasing number of doctoral researchers, in Belgium and throughout Europe. Too often, this research is dispersed and isolated, among different universities, among different departments and in different academic disciplines. One of the reasons we decided to organise the interdisciplinary doctoral colloquium of 8 May 2015, based on an international call for papers, was to bring together these researchers, from law, international relations and political science in order to discuss these issues. How do lawyers and political scientists assess the EU's influence and role as an international actor? With the colloquium, we aimed to encompass different topics in this wide area of research, and give doctoral researchers in law and political science the opportunity to present and discuss their research in a conference style format. This sixth volume (2015) of the European Yearbook of International Economic Law puts a particular emphasis on non-tariff barriers (NTBs) to trade and the world trade order. With the steady reduction of tariff rates since the GATT 47 came into force, focus in recent years has been on the vast and complex landscape of non-tariff barriers to trade. States as well as scholars seemingly struggle with the multitude of measures pooled under this expression as there is no single, acknowledged definition of the term, and its relation to the term “non-tariff measures” remains equally blurred. Particularly in practice and on a multilateral level, there appears to be some awkwardness when it comes to coping with NTBs since multilateral trade rules seem to be in conflict with national regulatory autonomy in the pursuit of policy objectives. In part one, this volume sheds light on the problems of non-tariff barriers to trade that arise in various fields. Part two focuses on regional integration with an emphasis on relations between East Asia and the European Union. In this regard, the authors outline the trade and investment relations between the European Union and East Asia, including Japan, Korea and Singapore. Part three offers an overview of recent institutional developments in WIPO, ICSID, WTO and WTO jurisprudence.
