How can India and the EU expand their relationship from its current economic dimension to a broader, security-based dimension? Why is this not happening in spite of expressed willingness and the clear reciprocal benefits that would ensue? Is there a lack of frank dialogue on sensitive areas, or is there a more general lack of mutual understanding? The various Indian and European contributors to this volume - the result of long-standing collaboration between the Indian Council of World Affairs (ICWA) and the European Union Institute for Security Studies (EUISS) - assess incipient progress and explore ways to advance India-EU relations in the bilateral and multilateral dimensions of the Strategic Partnership. Although it was launched in 2004, a consensus emerges that such a partnership cannot be called strategic as yet. Continuing discussion and analysis of pressing issues is thus necessary in order to facilitate a breakthrough. This book contains detailed proposals for widening the scope of cooperation to both traditional and non-traditional security issues, such as counter-terrorism, security sector reform in third countries and energy. It also explores the potential for India and the EU to reach consensus in international governance forums, with particular emphasis on economic governance, as well as prospects for effective inter-regional cooperation on the main global security issues, such as peacekeeping and maritime security -- EU Bookshop.

India and the European Union bear a particular responsibility: as international relations change, not least because of the global COVID-19 pandemic, the two largest democracies in the world have the unique potential to jointly demonstrate that trusting cooperation and mutual understanding are both indispensable and fruitful—all the more so in the context of increasing national egoism and disregard for the fundamental principles of multilateralism. This realisation is not new. Believing in the necessity and mutual benefit of close cooperation, India and the EU struck a strategic partnership in 2004. But resounding success in forging closer bilateral ties and promoting an inclusive, rules-based global order has proved elusive. Since 2016, however, the EU’s Global Strategy has offered new opportunities for a restart of European foreign policy, envisaging new partnerships and recalibrating existing ones. On India’s part, too, changing stances have presented new openings—with New Delhi criticising protectionism and calling for a strengthening of multilateralism. This timely book scrutinises the status quo and the future potential of revitalised EU-India relations. By exploring and analysing conceptual approaches to and key dimensions of the strategic partnership, including trade, climate policy and development cooperation, it evaluates the prospects for future cooperation. Lastly, it offers policy recommendations for advancing the partnership between India and the EU.

In view of globalization and economic reorganization, the EU needs to take up and intensify bilateral relations to current and future superpowers, like e.g. the United States of America and China People’s Republic. Increasingly, India is both in terms of global politics and economically awaking and stepping into the first row of global powers. At least, this is what it is supposed to according to observer. Moreover, the role of a major regional actor makes up the significance of India as a strategic partner, esp. in the fight against terrorism, which haunts India in equal measure like Europe. Thus, the European Union naturally has to strengthen cooperation with India. Since the EU wisely foresaw the majority of developments, they installed the so-called regular “EU / India Summit” in June 2000 and regular talks are held now. In the following, the analysis in question will deal with the steady relationship with India and the developments within the latter. Particularly, a focus is to be laid at the trade relations between the two sides. Firstly, I want to classify this relationship into the lane of all strategic partnerships of the European Union. By this, an evaluation of this relationship in contrast to other ones ought to be achieved. Starting from this, a description of the current situation between both parties and a prospect into the future of the latter are to be carried out. After a short explanation of the methodology, the findings will be presented. Here, a track down of particular issues to improve and new cooperation fields take the centre stage. This part is followed by a conclusion and possible solutions discovered during research. Based on those, recommendations will be made aiming particularly at trade relations. The European Union keeps up relations with several countries outside the old continent, and especially constant contact with six nations, i.e. the United States, Canada, Japan, China PR, Russia, and, most recently, India. Most currently, on September 7th, 2005, the sixth “EU / India Summit” took place in New Delhi. The journey, led by British prime minister and current EU president, Tony Blair, originally began with an “EU / China Summit”. Hence, political observers had the opportunity to directly compare the two relationships.

This book presents narratives, perspectives and policies on the Arctic and brings to fore the strategies of five Asian countries - China, India, Japan, Republic of Korea and Singapore who were granted the status of Permanent Observers in the Arctic Council in 2013. The book also captures Arctic countries’ reactions to Asian approaches, and their expectations from these countries. The melting of the polar sea-ice induced by climate change has placed the Arctic region in the forefront of global scientific, economic, strategic and academic interest. The discourse involves a number of issues such as claims of the littoral countries to the continental shelves of the region, the management and exploitation of its living and non-living resources, the rights and interests of indigenous communities, and the prospects of new ice-free shipping routes. The contemporary discourse also suggests that the Arctic region presents challenges and offers opportunities for the international community. These countries are keen to explore opportunities in the Arctic, and have begun to formulate appropriate long-term national strategies. The preliminary approach of the Asian Observer countries has rightly been to graduate from ‘involvement’ to ‘engagement’ in the Arctic, which seems to have generated significant interest amongst analysts.
