This edited book examines European external interventions in human security, in order to illustrate the evolution and nature of the European Union as a global political actor. In 2003, the EU deployed its first external mission under the European Security and Defence Policy (ESDP) with a military force to the former Yugoslav Republic of Macedonia. Since then it has instigated over 18 civilian and military missions to deal with humanitarian crises all over the world. This book presents a series of eight case studies of external interventions by the EU covering the Balkans, Africa, the Middle East, Afghanistan and Indonesia, to illustrate the nature of the EU as a global actor. Using the concept of human security to assess the effectiveness of these missions in meeting the EU’s aim of being a ‘force for good in the world’, this study addresses two key issues: the need for an empirical assessment of EU foreign and security policies based on EU intervention in conflict and post-conflict situations and the idea of 'human security' and how this is applied in European foreign policy. This book will be of great interest to students of European Security, EU politics, human security, post-conflict reconstruction, and IR in general. Mary Kaldor is Co-Director of the Centre for the Study of Global Governance, London School of Economics and Political Science (LSE). Prior to this she worked at Sussex University as Jean Monnet Reader in Contemporary European Studies. Mary Martin is a Research Fellow at the Centre for the Study of Global Governance, the London School of Economics. From 2006-2009 she was co-ordinator of the Human Security Study Group. She was formerly a foreign correspondent and European editor for The Daily Telegraph and Guardian newspapers.

More than two and one-half years after the signing of the Helsinki Memorandum of Understanding (MoU) between the Government of Indonesia and the Free Aceh Movement, peace still holds in the Indonesian province of Aceh. This monograph looks at the role of international involvement in the Aceh peace process from the signing of the agreement in August 2005 until the end of 2006. It considers the role of the Aceh Monitoring Mission (AMM), a joint civilian body of the European Union and the Association of Southeast Asian Nations, and of aid agencies such as the United States Agency for International Development, the International Organization for Migration, the United Nations Development Programme, and the World Bank. It seeks to answer four questions: To what extent does international involvement account for the success of the peace deal? What accounts for variations in the effectiveness of international agencies? What factors shaped the ways in which agencies could participate in the peace process following the signing of the Helsinki MoU? And what lessons can be learned from the Aceh experience for other peace processes, in particular in places where the state remains strong? The study finds that domestic factors were more important than international involvement in bringing peace to Aceh. AMM played an effective but narrow role, and its success counters arguments for inclusive and broad "human security" approaches to peacebuilding. The net effect of international aid agencies was positive, but by and large they did not shape government policies and provided technical assistance that was often of limited use. Local knowledge and ability to work within political constraints were key factors in the success of international aid. The study shows that pragmatic approaches and realistic expectations are needed in determining how international actors can best support peace processes elsewhere.

Amidst the Eurozone crisis, the European Union (EU) is stepping up its dialogue and engagement with and within Southeast Asia. The EU’s contemporary approach towards Asia emphasises the importance of open economies and common challenges of the 21st Century. So-called non-traditional security issues have been portrayed increasingly as an avenue to share experiences and enhance cooperation between the EU and Southeast Asia. This contemporary conceptual re-orientation demands a closer look at the EU as an actor in Southeast Asia. This book is the first contemporary monograph-length discussion of the EU as a politico-security actor in in the region post-Cold War. Drawing upon the historical and institutional context and a broad range of empirical case studies, it considers the non-traditional security crises of the late 1990s and early 2000s in Southeast Asia as triggers for enhanced regional and inter-regional cooperation. In doing so, the book construes new insights into our understanding of the EU as a global actor and its normative influence in regions far away from Europe. Providing a crisis-centric and sector-specific analysis which is much-needed, the book will be of interest to scholars of Southeast Asian Politics and European Politics, as well as policy-makers.

Eu Foreign Policy And Post Soviet Conflicts written by Nicu Popescu and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2010-12-10 with Political Science categories.

The European Union is still emerging as a fully fledged foreign policy actor. The vagaries of this process are clearly visible, yet insufficiently explained in the EU policies towards the post-Soviet space. EU Foreign Policy and Post-Soviet Conflicts examines EU intervention and non-intervention in conflict resolution, with a specific focus on the EU’s role in the post-soviet conflicts in the South Caucasus and Moldova: Abkhazia, South Ossetia, Nagorno-Karabakh and Transnistria. It explains how EU foreign policy affected these conflicts, but more importantly what EU intervention in these conflicts reveal about the EU itself. Based on extensive field research, the author argues that the reluctant EU intervention in post-Soviet conflicts results from a dichotomous relationship between EU institutions and some EU member states. Popescu argues this demonstrates that EU institutions use policies of ‘stealth intervention’ where they seek to play a greater role in the post-Soviet space, but they do so through relatively low-profile, uncontroversial and depoliticised actions in order to avoid visible Russian opposition. Exploring an array of questions related to the EU as a foreign policy actor, this book traces the politics of conflict intervention by EU institutions using original empirical data related to the EU decision making process and will be of interest to students and scholars of European politics, conflict resolution, foreign policy and Post-Soviet politics.
