Master's Thesis from the year 2021 in the subject Politics - Environmental Policy, grade: 1,3, Ruhr-University of Bochum (Fakultät für Sozialwissenschaft), language: English, abstract: For this Master’s thesis and the corresponding research question specifically, the nexus between the EU’s ambitions regarding climate change and the subsequent negotiations between its member states, serves as a starting point for the inquiry and analysis at hand. Germany’s and Poland’s coal dominated energy sectors seem to have played a major role in the outcome of the negotiations for the EU’s climate neutrality plan by 2050. That's why the analysis will focus on the debate about the coal-phase out in both Germany and Poland. The first chapter will provide an overview of the literature and the state of research regarding the coal phase-out in Germany and Poland. In the second chapter, the analytical framework will be presented in greater detail. This presentation of the analytical framework includes the introduction and description of the societal approach’s core assumptions and variables. Moreover, a brief outline of other domestic politics theories and the literature the societal approach is based on will be incorporated. The second chapter will further include the development of hypotheses that will be tested empirically in the subsequent case study. Following this, the third chapter will outline the research method and the operationalisation of the variables to be investigated. Further, this chapter will provide an explanation of the time frame of the study and the rationale for the selection of source material. The fourth chapter will consist of the actual comparative case study. This study will be divided into the German and the Polish case respectively. Each case’s examination will follow the same structure and will be comprised of three major sections. In the first section, an introduction to each case will provide general information about the state of affairs regarding coal energy on the domestic level and the government’s position on the matter. The following sections of each case study will be comprised of subchapters dedicated to the analysis of the societal approach’s three independent variables. The fifth and final chapter of this Master's thesis will take up and discuss the findings from the two case studies. The fifth and final chapter of this Master's thesis consists of a discussion of the research results. In this chapter, the findings from the empirical study are linked to the previously theorised assumptions.

This volume provides an overview of the political economy of coal in diverse country contexts. Coal is the largest source of greenhouse gas emissions globally, accounting for about 40 percent of energy-related CO2 emissions. Continued construction of coal-fired power plants could make the climate targets of the Paris Agreement infeasible to achieve. In spite of sharply declining costs for renewable energy sources, many countries still heavily rely on coal to meet their energy demand. The predominance of coal can only be adequately understood in light of the political factors that determine energy policy formulation. To this end, this edited volume assembles a wide variety of case studies exploring the political economy of coal for across the globe. These includes industrial and developing nations, coal importers and exporters as well as countries that are either substantial coal users, are just beginning to ramp up their capacities, or have already initiated a coal phase-out. Importantly, all case studies are structured along a unifying framework that focuses on the central actors driving energy policy formulation, their main objectives as well as the context that determines to what extent they can influence policy making. This large set of comparable studies will permit drawing conclusions regarding key similarities as well as differences driving coal use in different countries. This book will be of great interest to students and scholars of energy, climate change, resource management, and sustainable development. Energy markets are already undergoing considerable transitions to accommodate new (renewable) energy forms, new (decentral) energy players, and new system requirements, e.g. flexibility and resilience. Traditional energy markets for fossil fuels are therefore under pressure, while not-yet-mature (renewable) energy markets are emerging. As a consequence, investments in large-scale and capital intensive (traditional) energy production projects are surrounded by high uncertainty, and are difficult to hedge by private entities. Traditional energy production companies are transforming into energy service suppliers and companies aggregating numerous potential market players are emerging, while regulation and system management are playing an increasing role. To address these increasing uncertainties and complexities, economic analysis, forecasting, modeling and investment assessment require fresh approaches and views. Novel research is thus required to simulate multiple actor interplays and idiosyncratic behavior. The required approaches cannot deal only with energy supply, but need to include active demand and cover systemic aspects. Energy market transitions challenge policy-making. Market coordination failure, the removal of barriers hindering restructuring and the combination of market signals with command-and-control policy measures are some of the new aims of policies. The aim of this Special Issue is to collect research papers that address the above issues using novel methods from any adequate perspective, including economic analysis, modeling of systems, behavioral forecasting, and policy assessment.
