Based on empirical studies of European energy and environmental policies, this book suggests that, in combination, these two policy fields form a consensus in the EU which might also become the basis for a new European ideology, namely European ‘sustainabilism’. It asks why an environmental conscience has grown since the late 1960s in the industrialised world and shows that whilst there is undeniable environmental degradation during this time, and that a European environmental conscience has mainly developed through successive steps of European integration in energy policy. In this connection between energy and the environmental we find one driver for European integration and indeed European identity. If sustainabilism should become a European ideology, it will substantially influence the way future Europeans will live. This book will be of key interest to scholars and students of European Studies, International Relations, Political Science, History, Economics, Sustainability Studies, Environmental and Energy Policies in Europe.

This book examines the development of a European environmental conscience through successive steps of European integration in energy policy. In the 1960s-70s, the world was slowly beginning to realise that environment degradation was not sustainable. With phenomena such as acid rain, it became clear that pollution did not stop at national boundaries and the European environmental conscience developed in parallel to such growing environmental concerns. The oil crisis in 1973 was a turning point in the integration process for both energy policy and environment policy, and while further integration towards the European energy policy failed; the environmental policies took shape in measures such as energy saving. The Commission incorporated both energy and environmental policies into the EU policy canon and built an institutional framework, responding to the insufficiency of national policy answers and the developing environmental conscience of the European people. This book will be of interest to students and scholars of European Integration, European Union politics and history and environmental politics and policy.

The Future of European Union Environmental Politics and Policy investigates the trajectory of European Union (EU) environmental policy and reflects on how this hugely vital policy area of the EU has evolved over the decades. Gathering together a selection of the leading scholars working on European environmental policy, the volume assesses the extent to which change has occurred in important dimensions of EU environmental policy research. These dimensions include the EU’s values and approaches; the provision of leadership; the possibilities of Brexit and the dismantling of policies; policy instruments and climate change; policy implementation and enforcement; and policy evaluation. The contributors situate their research in the context of current developments and conditions, including the global economic challenges and the rise of political challenges to both European governance and integration. Each chapter reviews the EU environmental policy over the long term and assesses the implications of current developments for the future health of European environmental policy, European integration and the environment itself. The Future of European Union Environmental Politics and Policy will be of great interest to scholars of environmental politics, environmental governance and EU policy. The chapters were originally published as a special issue of Environmental Politics.

Climate change poses one of the biggest challenges facing humankind. The European Union (EU) has developed into a leader in international climate change politics although it was originally set up as a ‘leaderless Europe’ in which decision-making powers are spread amongst EU institutional, member state and societal actors. The central aim of this book, which is written by leading experts in the field, is to explain what kind of leadership has been offered by EU institutional, member state and societal actors. Although leadership is the overarching theme of the book, all chapters also address ecological modernisation, policy instruments, and multi-level governance as additional main themes. The book chapters focus on the Commission, European Parliament, European Council and Council of Ministers as well as member states (Britain, Germany, France, the Netherlands, Poland and Spain) and societal actors (businesses and environmental NGOs). Additional chapters analyse the EU as a global actor and the climate change policies of America and China and how they have responded to the EU’s ambitions. This book will be of interest to students and scholars of environmental politics, EU politics, comparative politics and international relations as well as to practitioners who deal with EU and/or climate change issues.

`Europe is sometimes credited with a `polis,' but not a `demos'. Political integration and economic globalisation cannot diminish local identity and social memories. This fascinating collection of national case studies shows why there will always be a local `demos' located in ecology, economy, and society. But there will never be a transnational `demos', precisely because locality is the basis for meaningful sustainability. Long may it triumph.' Tim O'Riordan, CSERGE, University of East Anglia 'The book offers a refreshing perspective on the diversity of Europe and at the same time, on the interdependence of the policies, economies, and societies of European countries. Going beyond the dichotomies of `good and bad' and `leaders and laggards' in environmental matters, the authors contribute to a different understanding of the North-South divide in the process of European integration.' Angela Liberatore, European Commission, Directorate General for Research `This is a self-consciously revisionist volume, whose findings are theoretically significant, policy-relevant, and timely. Its insistence on `bringing society back in,' its debunking of the notion of a `Mediterranean syndrome,' its emphasis on developmental `leapfrogging' capacity of late-comers to emerge as leaders in contexts of late modernity, and its systematic attempt to reconceptualize the politics of Europeanization should be carefully listed to students and policy-makers concerned with collective action, Southern Europe, European integration, and environmental politics.'
