This timely volume provides a comprehensive examination of how the proposed new European Health Data Space (EHDS) legislation will impact upon health and genetic data, individual privacy and providers of health services. With the current legal framework recognised as insufficient in protecting data-related rights, the book spotlights the opportunities and challenges posed by the EHDS in balancing the interests of individuals with policymakers and researchers. It considers the impact on individual EU member states while highlighting issues such as changes to patients’ rights, wearable technology, developments in e-health and the secondary use of medical data. Critically, it also examines how the EHDS will operate within existing legal frameworks, including the General Data Protection Regulation, the Data Governance Act and the Data Act. Including contributions from some of the leading scholars in this area, this groundbreaking book will be key reading for students and researchers across law and public health. Technology is a key driver for innovation in the medical and the health sectors at large. Data-intensive applications and services can provide better and more cost-efficient solutions with high impact for improved point-of-care solutions, integrating health data from different sources, tailored to the specific health care needs of the individual, thus helping to achieve better patient management and improved clinical outcomes. In Europe, the relatively recent proposal for a regulation to set up the European Health Data Space - aiming to unleash the full potential of health data - will open new opportunities for synergies and value co-creation as part of high-performance stakeholder-driven ecosystems, while also ensuring citizens to take control of their own health data. With regard to this special Research Topic, we consider health data spaces as cross-institutional organizational and technical solutions for safe and secure health data exchange between different stakeholders for better health care and research.

This open access book provides an in-depth overview of the characteristics, significance, backgrounds and limits of the most relevant electronic health data categories used at a global level for secondary purposes. These include healthcare system improvement, patient safety and quality of care, health policymaking, surveillance of diseases, personalized medicine, research and innovation such as artificial intelligence training for clinical practice. A detailed and thorough representation of published evidence, practical experiences and concrete examples is offered to the reader who has the opportunity to explore the main areas of utilization of electronic health records, biobanking data, genetic and ‘omic’ data, real-world data and many other health data from different sources. The challenges and advantages of health data reuse are explained from a public health perspective that addresses risks, benefits and impacts for different stakeholders such as health data holders (e.g., healthcare providers, pharmaceutical and medical device companies), health authorities and data permit issuers (e.g., health data access bodies), and health data users (e.g., healthcare professionals, researchers, business partners in the healthcare system such as insurers, commercial providers of digital solutions). Given the increasing expansion of health data used for secondary purposes, Secondary Use of Electronic Health Data: Public Health Perspectives, Use Cases and Challenges serves as a go-to resource to facilitate the implementation of health data reuse ecosystems. In this regard, it also highlights emerging opportunities such as the European Health Data Space which is extensively explained.

The recent COVID-19 pandemic, along with the ongoing health issues related to persistent respiratory illnesses, has laid bare significant challenges, structural deficiencies, and critical vulnerabilities within the European Health and Care industries. These problems have resulted in notable tensions within healthcare establishments. Addressing these challenges requires enhanced coordination and stronger cooperation among various public and private stakeholders within the health and care ecosystems, not only within each country but also at the pan-European and global levels. This Research Topic seeks to highlight recent developments and scientific breakthroughs in the field of health ecosystems. These developments notably include organizational frameworks, methodologies, tools, resources, and, crucially, real-world use cases of innovation within the health and care sectors. Relevant contributions may relate to the design and support of synergies, complementarities, and cooperation among innovation ecosystem stakeholders. They may also involve the creation of common knowledge and other immaterial assets within existing or emerging research data infrastructures, promotion of innovation capabilities, or measures to reduce the innovation divide across the European Union and beyond.
